Sweden's AFRY Wins Technical Consultancy Contract for Vietnam's USD 1.5 Billion-Class Gas Power Plant Project
en.Wedoany.com Reported - On October 15, Swedish engineering consultancy AFRY announced that it has been selected as the international technical consultant for the Quynh Lap LNG power project in Nghe An Province, Vietnam, undertaking the front-end engineering design (FEED) for the onshore LNG receiving terminal and associated marine facilities, as well as the environmental and social impact assessment (ESIA) for the entire power plant project. The project has a planned installed capacity of 1,500 MW and a total investment of approximately USD 2.25 billion. It is being developed by Quynh Lap LNG Power JSC and adopts an integrated construction approach in which an onshore LNG receiving terminal supplies gas to the gas-fired power plant.

AFRY's technical consultancy scope covers the LNG receiving terminal, associated jetty, and offshore and onshore engineering surveys. The front-end engineering design will be carried out for the onshore LNG receiving facilities and related marine infrastructure, while the environmental and social impact assessment will cover the entire power plant project. The owner, Quynh Lap LNG Power JSC, has incorporated the above tasks into a single technical consultancy scope, with AFRY coordinating the receiving terminal engineering, marine engineering, and site investigation work.
The project is located in the Tan Mai area of Nghe An Province and is planned to include a 1,500 MW LNG gas-fired power plant, an LNG storage and regasification system with a total storage capacity of approximately 250,000 cubic meters, and a dedicated jetty in the Dong Hoi port area. The project's total land and water area is nearly 153 hectares, and the power generation facilities will receive natural gas supply through the associated receiving terminal.
The Quynh Lap project completed its investor selection process in February 2026, obtained its investment registration certificate in April, and held a groundbreaking ceremony for technical infrastructure on May 18. The project is jointly invested by PV Power, SK Innovation, and NASU, which established Quynh Lap LNG Power JSC on September 14, with shareholding ratios of 51%, 34%, and 15% respectively, and registered capital of approximately VND 1.57 trillion. The project has been included in Vietnam's eighth National Power Development Plan and is scheduled to commence operations in 2030.
According to the implementation arrangements previously proposed by the Nghe An provincial government, the project company needs to complete detailed construction planning, approval of the feasibility study report, and land clearance, and advance the project contract procedures required for power plant construction. AFRY's engagement corresponds to the engineering design of the receiving terminal and marine facilities and the environmental assessment of the entire plant, which are part of the project's technical preparation work.
