en.Wedoany.com Reported - On October 16, the Dutch government announced arrangements for securing natural gas supply for the winter of 2027–2028, planning to provide up to €1 billion in subsidies to state-owned energy company EBN to supplement gas inventories in 2027 when commercial enterprises' storage volumes are insufficient. The government simultaneously set the national gas reserve target for 2027 at 103 TWh and authorized EBN to undertake storage tasks of up to 80 TWh when market storage falls short. The actual scale of subsidy use will be determined based on commercial enterprises' storage conditions.

The Netherlands' 2027 gas reserve target is consistent with the EU-mandated storage requirement of 103 TWh, calculated at 72% of the national gas storage facilities' technical capacity. Under relevant EU rules, member states may reduce storage targets within specified limits during difficult market conditions, with allowable deviations of up to 10 percentage points. Dutch gas transmission system operator Gasunie Transport Services (GTS) had previously proposed a recommended seasonal storage level of 93 TWh for the winter of 2027, lower than the 115 TWh recommended for the 2026–2027 storage year.

EBN's supplementary storage tasks involve three underground gas storage facilities: Bergermeer, Norg, and Grijpskerk. The Dutch government's 2026 spring budget has already established funding arrangements for the 2027–2028 storage year, including a subsidy ceiling of up to €1.026 billion and a loan ceiling of up to €22 billion. The government plans to decide EBN's actual injection volumes and corresponding fund utilization based on commercial storage progress.

The Dutch government has also determined that EBN will establish a 5 TWh permanent natural gas emergency reserve at the PGI Alkmaar facility in 2027. The facility will continue to operate as a seasonal storage facility during the winter of 2026–2027, with stored gas available for withdrawal during winter. The government has added a dedicated allocation in the 2027 budget to support subsequent permanent reserve construction.

GTS submitted its gas supply assessment to the government on September 15, covering the winter of 2027–2028 and including scenario analyses for the 2031–2032 storage year. The assessment concluded that even under high-demand conditions in a cold winter, the Netherlands' overall gas supply can still meet demand. The assessment also considered the scenario in which Eems Energy Terminal cannot provide import capacity during the winter of 2027–2028 due to preparations for its 2028–2036 extension period.
