en.Wedoany.com Reported - On October 21, the U.S. Department of Energy announced the launch of a solicitation for the Northeast Home Heating Oil Reserve exchange, planning to provide up to 315,000 barrels of ultra-low-sulfur distillate to the market from reserve facilities in Maine, Massachusetts, and Connecticut to alleviate tight winter fuel supplies in the northeastern United States. The deadline for companies to submit bids is October 27, and allocated fuel is scheduled to be transferred or delivered by November 13. Participating companies must return the borrowed volumes plus an additional specified percentage of fuel before the 2027–2028 heating season.

This reserve exchange involves three storage locations, respectively located in South Portland, Maine; Boston, Massachusetts; and New Haven, Connecticut. The volume available for exchange at each location shall not exceed 150,000 barrels, with individual bid volumes of 25,000 to 30,000 barrels, and companies are permitted to submit multiple bids. Retail fuel suppliers and oil terminal operators are both eligible to participate in the bidding.

The U.S. Department of Energy is releasing the reserve through a borrow-first, return-later exchange mechanism. After winning companies take possession of the fuel, they must return an equal volume of fuel plus an additional premium volume in accordance with the agreement to complete replenishment of the reserve. Delivery is scheduled to be completed by November 13, primarily targeting the heating fuel supply market in the northeastern United States.

U.S. Secretary of Energy Chris Wright stated that this exchange arrangement addresses winter heating fuel transportation and supply issues in the Northeast. The Northeast Home Heating Oil Reserve is managed by the Department of Energy and stored at commercial oil storage facilities, primarily for responding to regional fuel supply disruptions.
