en.Wedoany.com Reported - On October 21, the UK government asked the North Sea Transition Authority (NSTA) to review in advance some offshore oil and gas field tieback development projects that urgently need to proceed, and to provide approval arrangements for eligible projects before the legislation related to the Transitional Energy Certificate is completed. Applicant projects must be able to demonstrate that investment has been secured, that a credible development implementation plan is in place, and that actual engineering activities will be carried out in the near term. The relevant licensing decisions will still be made by the North Sea Transition Authority in accordance with the law.

According to the policy criteria for the Transitional Energy Certificate published by the UK government in April 2026, the policy applies mainly to development blocks where oil and gas resources have already been discovered and which are adjacent to existing licensed oil fields. Relevant projects may connect oil and gas production systems to existing offshore platforms or processing facilities through newly built subsea pipelines and connection facilities. The policy requires that projects do not involve new oil and gas exploration activities and are related to the continued development and operation of existing oil fields.

This temporary review arrangement was announced at the same time as the UK's approval on October 21 of production at the Jackdaw gas field. The Jackdaw gas field adopts a subsea tieback development scheme, has obtained production permission, and is planned to begin supplying natural gas in the winter of 2026. The UK government will advance the Transitional Energy Certificate system in subsequent legislative procedures, while the regulator is responsible for reviewing urgent project applications submitted at the current stage.
