en.Wedoany.com Reported - On October 30, the Government of Goa, India and ANVI, a Dubai- and India-operated energy trading group, signed a Memorandum of Understanding at the Vibrant Goa Global Business Summit to build the state's first LPG import and storage terminal at Mormugao Port, with an investment of approximately INR 50,000 crore (about USD 5.25 billion).

The scope of works covers three segments—berth, storage and pipeline—and will be built in two phases. The project includes a dedicated LPG berth at Mormugao Port, an onshore storage terminal near the port area, and a buried pipeline corridor connecting the two. Phase I will provide approximately 65,000 tonnes of refrigerated LPG storage capacity, equivalent to 8 to 9 months of Goa's current LPG consumption. At full capacity, the terminal is expected to handle 3 million tonnes per year, with total storage capacity of approximately 258,000 cubic meters, including 230,000 cubic meters of refrigerated storage and 28,000 cubic meters of pressurized storage. In addition to supplying Goa, it will also serve parts of Karnataka and Maharashtra. ANVI expects Phase I to take 30 to 36 months to build after obtaining the necessary approvals.

Supply security provisions have been embedded in the MOU. The agreement requires at least 7,500 tonnes (approximately 30 days of Goa's demand) to be maintained permanently in Goa as a dedicated reserve, released only on the instructions of the state government. In the event of a declared emergency, local Goa consumers shall have priority over transshipment or export cargo. The project also plans to establish a "Goa LPG and LNG Technical Institute" to train up to 500 people per year.

Employment provisions set mandatory quotas for local residents. Once operational, the project is expected to create approximately 2,450 long-term direct, indirect and induced jobs; at the peak of construction, approximately 3,500 jobs, or approximately 7,000 including indirect employment. The MOU requires at least 80% of permanent direct jobs and 70% of construction jobs to be reserved for Goa residents.
