Brazil to Auction Massive Santos Container Terminal in Early March, Minister Says

Wedoany.com Report-Dec.13, Brazil's federal authorities intend to conduct the auction for the Tecon 10 container terminal at the Port of Santos during the first half of March 2026, as stated by Ports and Airports Minister Silvio Costa Filho on December 12, 2025.

Over ten entities have expressed interest in the bidding process, including Philippines-based International Container Terminal Services Inc. (ICTSI), Brazilian meat processing company JBS, logistics operator JSL, and unidentified investors from Arab countries, according to the minister.

The successful participant is projected to commit approximately 6.4 billion reais in funds for the construction and management of the facility throughout the concession period. Initial bid amounts are set to be lower than this figure.

Roberto Lopes, chief executive of Rio Brasil Terminal—which operates under ICTSI control—affirmed that the organization plans to submit a proposal independently, without alliances.

JBS, recently listed in New York and holding an existing container operations agreement in southern Brazil, chose not to provide comments. JSL did not respond to inquiries.

In recent days, Brazil's Federal Audit Court recommended restricting operators of current container facilities at Santos from the initial bidding stage, addressing issues related to market share distribution.

This guidance affects entities such as Danish firm Maersk, MSC, and other established terminal managers in the region's primary port.

Under the proposed structure, these operators may only join a subsequent bidding round should the primary phase lack qualifying submissions.
