It has become the first district-level government working department in China that is independently established, operates as a substantive entity, is included in the Party and government institutional sequence, and is specifically responsible for artificial intelligence development. On the same day, Haizhu District concurrently launched the master plan for the Pazhou Artificial Intelligence Industry Cluster Zone and announced the commencement of construction of a 100P-level "Space Intelligent Computing Center." Haizhu District also plans to allocate a special fund of 310 million yuan annually to accelerate the attraction and cultivation of AI unicorn enterprises, striving to build a Guangdong-Hong Kong-Macao Greater Bay Area AI innovation hub and a national pioneer zone for high-quality development of the intelligent economy.

Unlike the approaches adopted in other domestic regions, such as adding nameplates or establishing public institutions, the Haizhu District Artificial Intelligence Development Bureau is a government working department in the true sense, equipped with dedicated administrative and institutional staffing and operating independently. This institutional breakthrough aims to fundamentally address potential issues in the development of the artificial intelligence industry, such as fragmented management, dispersed resources, and insufficient strategic coordination.

Three announcements were also made during the event. First, the official announcement to build the Pazhou Artificial Intelligence Industry Cluster Zone, charting the course for Pazhou's AI development over the next decade. Second, the Haizhu District Artificial Intelligence Development Bureau, in collaboration with the Haizhu District Bureau of Science, Industry, Commerce, and Information Technology, released eight measures to support the clustered development of AI terminals. Third, the launch of the "PZ-SPACE Pazhou Space Intelligent Computing Center," marking a crucial step forward in Haizhu District's computing power infrastructure construction. This Space Intelligent Computing Center is supported by the Haizhu District Artificial Intelligence Development Bureau and jointly built by Jiazhi Huixing, Guoxing Yuhang, and Qianxing Holdings. According to the plan, the center will establish a globally leading space computing power cluster with a scale of 500P, with the first phase achieving a 100P-scale computing power cluster. Upon completion, the center will provide efficient, convenient, and inclusive computing power support for enterprises in Haizhu District, precisely addressing their computing power bottlenecks.
