To comprehensively implement the decisions and deployments of the Party Central Committee and the State Council, earnestly fulfill the requirements of the national independent contribution targets, accelerate the construction of a new type of power system, and serve the building of a new energy system, State Grid Corporation of China, based on its functional positioning of the power grid and leveraging its mission and responsibility as a central enterprise, has introduced a series of measures to better serve the high-quality development of new energy.

First, strengthen work coordination and planning integration. Enhance the collaborative working mechanism with competent departments and power generation enterprises, jointly implement the national "15th Five-Year Plan," promote the alignment of national and local, power source and grid planning, optimize the scale, layout, and timing of new energy development in desert-gobi-barren land areas, hydro-solar-wind bases, provincial centralized projects, and distributed systems. This will ensure the annual grid connection and efficient consumption of no less than 200 million kilowatts of new energy during the "15th Five-Year Plan" period.
Second, enhance the power grid's resource allocation capability. Implement the "15th Five-Year Plan," increase grid investment, strengthen the construction of power grids at all levels, strive for the early commissioning of the 15 UHVDC projects already included in the plan, increase cross-provincial/regional transmission capacity by 35%, complete a number of power mutual support projects, expand flexible inter-regional mutual support capacity by more than double, and meet the needs for large-scale, efficient allocation of new energy.
Third, improve the hosting capacity for new energy. Strengthen the coordinated planning and construction of regional main grids, distribution grids, and smart microgrids, complete a number of demonstration projects for active distribution grids at the county level and village/town-level microgrids, serve the construction of industrial green microgrids, enhance self-management and self-balancing capabilities, and promote the local development and consumption of new energy. During the "15th Five-Year Plan" period, continue to increase investment in distribution grids, with capacity increasing by more than 900 million kVA.
Fourth, fully guarantee "grid connection as much as possible." Achieve full transparency of the standard process for new energy project grid connection and fully online handling of all related business. Fully utilize the "green channel" to arrange investment for new energy grid connection projects and handle bidding and procurement upon reporting. Invest as much as possible in new grid connection projects for new energy and purchase as much as possible for existing projects, with investment repurchases in 2026 increasing by over 50%.
Fifth, increase grid connection space for distributed power sources. Fully implement the new version of the Distributed Power Source Hosting Capacity Assessment Guideline, calculate system-level and equipment-level hosting capacity quarterly, clarify the scale of open capacity, cooperate with local competent departments to improve the information release and dynamic early warning mechanism based on government-enterprise collaboration, and meet the annual need for connecting over 60 million kilowatts of new distributed generation.
Sixth, provide fair and non-discriminatory services to support the development of new market entities. Cooperate with competent departments to improve rules and mechanisms, proactively serve the standardized market entry and scientific development of various new business formats and entities such as direct green power connection and integrated source-grid-load-storage systems, and support the timely completion of the first batch of 40 zero-carbon parks in the operating area and subsequent national and local pilot projects.
Seventh, accelerate the construction of system regulation capabilities. Accelerate the construction and preliminary work of a batch of pumped storage power stations, such as those in Hami, Xinjiang; Mengyin, Shandong; and Antu, Jilin. Plan to put into operation and start construction of over 30 million kilowatts of new pumped storage each during the "15th Five-Year Plan" period, striving to exceed 120 million kilowatts of pumped storage in operation and under construction by 2030. Actively serve the flexibility transformation of thermal power and the construction of new energy storage, and tap into the regulation potential of the demand side. Promote the improvement of market mechanisms, optimize dispatch operations, and achieve an annual utilization level of new energy storage exceeding 1000 hours.
Eighth, strengthen "fair, just, and open" dispatch to promote new energy consumption. Strengthen the dispatch and operation of new energy power stations and energy storage, leverage the role of source-load interaction and resource mutual support, and ensure new energy can generate power to the maximum extent possible. Strengthen market production organization, promote the realization of a market that operates uninterrupted 365 days ahead and 24 hours intraday, increase the frequency of new energy transactions, and enhance consumption levels. Standardize information disclosure, promptly release security check results, and ensure the smooth conduct of various transactions. The proportion of new energy generation in the operating area is expected to reach 25% in 2026 and over 30% by 2030.
Ninth, expand the scale of green power consumption. Support the monitoring, statistics, and quota accounting of renewable energy consumption, promote hourly-level new energy green power transactions, improve the quality and efficiency of services for full-coverage green certificates, and meet the green power demands of various enterprises. Effectively accommodate the comprehensive market entry of new energy, fully unleash market vitality, and ensure that by 2030, the incremental electricity demand is mainly met by new energy generation.
Tenth, support energy transition with technological innovation. Strengthen collaborative research with power generation enterprises, equipment manufacturers, and research institutions to make breakthroughs in key technologies such as full green power transmission from desert-gobi-barren land areas, weak sending-end support for large base operation, offshore wind power collection and transmission, and accurate forecasting and active support for new energy. Accelerate the R&D and application of long-duration energy storage technology, innovate load aggregation and regulation technologies, enhance the digitalization and intelligence level of the power grid, improve the technical standard system, and serve the safe and efficient development of new energy.
