As the "national name card" of China's independently developed third-generation nuclear power technology, the latest progress in the batch construction of CGN's "Hualong One" has attracted extensive media focus, with multiple mainstream media outlets following up on reports about the relevant construction achievements.
The 2026 National Two Sessions are currently underway. The Government Work Report has outlined multiple deployments for energy development: requiring to "accelerate the promotion of comprehensive green transformation," "actively and steadily advance carbon peaking and carbon neutrality," explicitly proposing to "focus on building a new type of power system," and including "a cumulative reduction of 17% in carbon dioxide emissions per unit of China's GDP" as a main target indicator in the 15th Five-Year Plan. Nuclear power, as a clean, stable, and large-scale baseload power source capable of replacing fossil fuels, is a key support for building a new power system and accelerating the formation of green production and lifestyles. Since the beginning of the year, the batch construction of "Hualong One" has been operating at full capacity, achieving several key engineering milestones in the first week of March alone.
At 06:27 on March 2, the lifting of the first steel liner module for the reactor building of Unit 6 at the Fujian Ningde Nuclear Power Plant officially commenced. After 2 hours and 33 minutes, it was precisely positioned, laying the foundation for the subsequent continuous construction of the unit's reactor building. On March 1, the reactor pressure vessel for Unit 5 at the Guangdong Lufeng Nuclear Power Plant completed its first closure, and preparations before cold testing are now in full swing. On March 3, the reactor pressure vessel for Unit 6 was successfully introduced, officially entering the installation stage for the main nuclear island equipment.

Currently, CGN has a total of 18 "Hualong One" units under construction, with batch construction work progressing in an orderly manner: Unit 1 of the Guangdong Taipingling Nuclear Power Plant has successfully been connected to the grid, delivering the first "Hualong" clean power to the Guangdong-Hong Kong-Macao Greater Bay Area, and is currently actively conducting various pre-commissioning tests; Unit 2 is in the fuel loading preparation stage; Unit 3 is undergoing construction of the internal and external structures of the nuclear island reactor building. Unit 1 of the Zhejiang San'ao Nuclear Power Plant has completed nuclear fuel loading, successfully achieved nuclear steam turbine roll-off on the first attempt, and is making an all-out sprint towards grid connection; Unit 2 is about to commence hot testing; Unit 3 has completed the lifting of the emergency feedwater system module. Unit 1 of the Shandong Zhaoyuan Nuclear Power Plant, as China's first "Hualong One" nuclear power unit equipped with a cooling tower, has seen the successful closure of its cooling tower ring foundation and the completion of the lifting for the second steel liner module of the reactor building.

Behind the steady progress of the "Hualong One" batch construction, advanced construction technologies are playing a key role. Recently, the first layer of the outer containment shell for the reactor building of Unit 3 at the Guangdong Taipingling Nuclear Power Plant was successfully demolded, with the concrete surface showing good quality after demolding, marking a new breakthrough in CGN's "Hualong One" outer containment construction technology. This technology increased the layered height of the first shell layer from the traditional 4.1 meters to 6.5 meters and completed the pouring in one go, solving the industry-wide challenge where the first three layers of the outer shell constrained construction in the surrounding plant annular area.

In the field of modular construction, the integrated large module for the diesel generator building of Unit 5 at the Fujian Ningde Nuclear Power Plant is being prefabricated at a factory in Nantong, Jiangsu. This module highly integrates multiple disciplines and systems such as steel structures and pipelines, creating a completely new model of "factory-built plant buildings" for China's nuclear power construction. Over the past five years, CGN's various nuclear power projects under construction have cumulatively implemented 144 advanced construction technologies. Innovative processes such as the construction integrated platform "building machine" and reactor pressure vessel insulation modules have been widely applied, with nuclear power construction undergoing a comprehensive upgrade from "traditional construction" to "smart construction."
Simultaneously, CGN has also largely achieved digitalization in core business forms such as design, procurement, construction, and commissioning. China's first intelligent nuclear power industrial operating system—Intelligent Nuclear Power—was officially released. The "Smart Construction Site" provides digital safety, health, and environmental protection for nearly 120,000 engineering construction workers at various nuclear power project sites. The WE-LINK supply chain system seamlessly connects with 3,760 industry chain units, integrating the entire lifecycle business and data chain from design and manufacturing to operation and maintenance. The construction NICE 2.0 system achieves full coverage of CGN's "Hualong One" projects under construction, moving the entire business scenarios including construction planning, contract management, and process control to the cloud. Various innovative applications based on "Artificial Intelligence +" and digital transformation are continuously empowering the "Hualong One" batch construction to improve quality and efficiency, contributing nuclear power strength to the "new form of intelligent economy."
Yang Changli, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Secretary of the Party Committee and Chairman of China General Nuclear Power Group (CGN), stated that nuclear energy is the core advantage and characteristic of CGN. On the basis of accelerating the pace of "Hualong One" batch construction, CGN will promote the implementation of demonstration projects for the "Hualong One" 2.0 version, while also embarking on the research and development of the newer, safer, and more economical Hualong 3.0 reactor type, injecting lasting momentum into the construction of a strong energy nation and the green, low-carbon transformation of the 15th Five-Year Plan period.
