Delhi, India Allocates 50 Billion Rupees for Rooftop Solar Plan

The plan aims to install solar equipment for 230,000 residential households over the next three years to promote the use of clean energy.

During the budget speech, Delhi Chief Minister Rekha Gupta stated, "The objective of the latest budget is to provide uninterrupted and affordable electricity to every citizen of the capital." She added that this initiative is a crucial step for Delhi toward achieving self-sufficiency in the energy sector and moving toward a cleaner future.

The Delhi government is signing a Memorandum of Understanding with the Ministry of New and Renewable Energy to promote the local implementation of the "PM Surya Ghar: Free Electricity Scheme." Under this scheme, residential consumers can receive subsidies of up to 78,000 rupees to encourage households to adopt solar systems.

Gupta also unveiled the "High Voltage/Low Voltage Transmission Line Relocation" plan, with a budget allocation of 100 billion rupees. This plan will move overhead cables underground, aiming to enhance urban safety and modernization. Additionally, the power sector has been allocated 384.7 billion rupees to support various energy projects and initiatives.

Significant deals in Delhi's green energy sector include BSES purchasing 1,500 MW of solar power and 750 MW of storage from SECI. However, progress in rooftop solar has been relatively slow, with limited tangible results following multiple policy announcements since 2015. For example, under the PM Suryaghar scheme, only 32 MW has been installed, covering fewer than 12,000 households.

Despite the government's target of covering 230,000 households, past performance indicates significant implementation challenges. The subsidy disbursement currently falls short of 50 billion rupees, and future fund flows and project execution efficiency need to be closely monitored to achieve Delhi's energy transition and pollution control goals.
