A press release from Governor Gavin Newsom's office stated that this funding will support multiple transportation projects, aiming to optimize local travel options and promote economic development.
Key railway projects include: The Bay Area and Southern California rail systems will receive $273 million for technology upgrades, which involve tunnel construction connecting downtown San Jose and Santa Clara; Los Angeles rail electrical infrastructure design and construction will receive $35 million; Long Beach port freight rail operations expansion will receive $33 million; and San Diego County coastal cliff protection projects will receive $3 million to defend against the impacts of climate change on railway facilities.
The funding sources consist of two parts: $47 million comes from the 2021 federal Infrastructure Investment and Jobs Act, and $405 million comes from California's 2017 Road Repair and Accountability Act (SB 1). Since the implementation of the federal act, California has received approximately $167 billion annually in infrastructure funds, covering roads, bridges, railways, public transit, and other areas. About 11% of this allocation is derived from this federal act. The remaining funds are provided by SB 1, which allocates nearly $5.5 billion annually for transportation projects since 2017.
