The bridge was designed by China Railway Major Bridge Reconnaissance & Design Institute Co., Ltd. and constructed by China Railway Major Bridge Engineering Group Co., Ltd., both subsidiaries of China Railway Group Limited.

This bridge is currently the world's longest and highest-standard high-speed railway sea-crossing bridge under construction, serving as a key project of the newly built Nantong–Ningbo High-Speed Railway (Tongyong High-Speed Railway). The bridge has a total length of 29.2 kilometers, with a design speed of 350 km/h, and comprises three navigational channel bridges: north, central, and south. The central navigational channel bridge measures 1,430.8 meters in total length, with a main span of 2×448 meters, making it the world's largest-span ballastless track three-tower cable-stayed bridge. The Tongyong High-Speed Railway is a key component of the coastal corridor in China's "Eight Vertical and Eight Horizontal" high-speed railway network. The new line has a length of 301 kilometers and a design speed of 350 km/h. Upon completion, the project will connect multiple national-level railway trunk lines, optimize the railway network structure in the Yangtze River Delta, shorten the time and distance between cities along the route, and contribute to the high-quality integrated development of the Yangtze River Delta region.
