Chidambaranar Port Authority (VOC Port) in India has signed a Memorandum of Understanding (MoU) with project developer AM Green to develop a 1 million tonnes per annum renewable ammonia production plant at VOC Port in Thoothukudi, Tamil Nadu, at the southern tip of India. The collaboration covers the construction of ammonia handling, storage, and bunkering infrastructure, as well as pilot bunkering operations, safety procedures, and training programs.

Both parties expect the project to support the development of renewable maritime fuel corridors and value chains in the region and beyond. Connecting major ports in Europe and Asia, VOC Port is poised to position India as a key contributor to maritime fuel decarbonization. VOC Port is also undertaking other key renewable energy and sustainability initiatives, including a pilot electrolytic hydrogen plant, a 9 MW wind power project, and a new green methanol bunkering and refueling facility.

Shri Santosh Kumar Sarangi, Secretary of the Ministry of New and Renewable Energy (MNRE), stated that VOC Port's initiatives in solar energy, wind energy, and the manufacturing and bunkering of green hydrogen and methanol have become a model for the global green transition. Shri Susanta Kumar Purohit, Chairman of VOC Port, noted that the port's initiatives in green ammonia, hydrogen, and alternative marine fuels demonstrate its commitment to sustainable development and contribute to India's goal of reducing carbon emissions and moving towards net-zero emissions as part of the "Panchamrit" commitments made at COP-26 in Glasgow.

AM Green is developing a series of renewable ammonia plants in Kakinada, Thoothukudi, and Kandla, India, with a total target capacity of 4 million tonnes per annum. In May 2025, Coal India Limited signed an agreement with AM Green to supply a total of 4,500 MW of wind and solar power for renewable ammonia production. Additionally, VOC Port recently signed an agreement with H2Global to explore cooperation in developing green hydrogen and clean shipping fuel trade corridors, and to study the feasibility of developing a dual auction mechanism or similar auction model for clean shipping fuels at the port.
