en.Wedoany.com Reported - Polish Digital State Secretary Dariusz Standerski told the media on the sidelines of the EU Council meeting in Luxembourg that the EU's ongoing AI infrastructure project—AI super-factories—may ultimately number seven to eight, rather than the initially planned five.

Standerski stated that the first round of investment will push some facilities to begin construction in 2028, with a second round of investment expected in 2030. When the European Commission proposed this public-private partnership plan in January 2025, it recommended funding up to five super-factories, specifying that each would be equipped with over 100,000 AI chips. However, as of June 2025, the Commission has received 76 super-factory project proposals, while public funds can only support a few of them. EU and national funds cover 34% of the total project cost, with the remainder supplemented by private capital.

The latest developments show that the expected computing capacity of individual super-factories has been scaled down. A June 2026 strategic document from the European Commission describes the number of AI chips per center as "over" 75,000, rather than the previously promised "over 100,000." Standerski did not respond to whether the currently planned seven to eight facilities still adhere to the 100,000-chip standard.

External concerns about the project mainly focus on the risk of technology becoming obsolete due to long construction cycles. Standerski argued that the expansion trajectory of the super-factory count is similar to the EU's AI factory plan, which has grown from an initial few facilities to 19 projects. When asked whether the scale of EU investment might be overshadowed by larger US AI infrastructure projects, Standerski countered that other global projects could become "examples of an overheated industry." He emphasized that Europe's advantage lies in having a clear plan, and these facilities will serve public administration, academia, and small and medium-sized enterprises. Additionally, he stated that the three-party funding model for super-factories could be replicated in the future to develop a network of EU AI chip production facilities.
