The relevant document has been published on the official legal information portal.

The platform will integrate information technologies, databases, software, and hardware resources, which platform participants can utilize to create and develop their own information systems. Participants include federal and regional government agencies, local self-government bodies, state extra-budgetary funds, as well as commercial and non-commercial organizations approved by a government commission.

The Russian Ministry of Digital Development (Ministry of Digital Development of the Russian Federation) is responsible for concluding agreements on the provision of platform components with participants and overseeing their execution. Additionally, the Russian government may delegate certain powers to specific organizations. The law imposes requirements on owners of platform components: they must be Russian legal entities controlled by the Russian Federation, its regions, municipalities, or Russian citizens, with the government authorized to impose additional requirements.
