Since 1991, DEEP has used the research vessel "John Dempsey" to collect year-round water quality data in Long Island Sound, which also supports fisheries surveys. DEEP stated that these water quality monitoring efforts will be transferred to the "Sound Outlook," a custom-built vessel specifically designed for scientific survey work.

The vessel is equipped with two Scania DI13 marine diesel engines, each rated at 750 horsepower, paired with HamiltonJet HJ403 waterjet propulsion. This propulsion system provides the maneuverability and shallow-water performance required for survey operations in coastal and estuarine environments. Total fuel capacity is 500 gallons.

The project was funded through the U.S. Environmental Protection Agency's Long Island Sound Partnership, which provided funding to DEEP.

The interior layout of the vessel is designed around scientific sampling and survey work. Two additional survey workstations are installed on the starboard side.

The upper deck is configured to support field operations and side-deployment. The deck also features a drone deployment platform and a forward instrument panel for additional survey equipment.

Navigation electronics include three Garmin 8616 multifunction displays networked via NMEA 2000, an 18HD dome radar, and Wave WiFi cellular and wireless connectivity systems. Onboard power is supported by a Northern Lights 20 kW diesel generator and a Victron MultiPlus inverter/charger system. Climate control is provided by two Dometic air conditioning units and a Webasto forced-air diesel heater.

Pre-acceptance trials were completed in Port Angeles prior to delivery in early June.
