en.Wedoany.com Reported - Berek Váli, Governor of Kazakhstan's Abai Region, recently signed a cooperation memorandum totaling $2.5 billion with Chinese enterprise representatives in Beijing. Among them, Liaoning Jiachen Holding Group and Xinjiang Sanbao Industrial Group signed a memorandum of understanding on implementing an aluminum plant construction project in the Makanchi District of Abai Region, with a total project investment of $1 billion (approximately 6.79 billion RMB).
Located in eastern Kazakhstan, Abai Region is an important mineral resource-rich area. Jiachen Group, headquartered in Yingkou City, Liaoning Province, was founded in 1988. After more than three decades of development, it has grown into a large-scale enterprise group with 18 wholly-owned subsidiaries, over 10,000 employees, and total assets exceeding 60 billion RMB, ranking among China's Top 500 Enterprises. The group's business covers multiple sectors including steel, magnesia refractory materials, coal and coal chemicals, mining, power generation, engineering construction, and international trade.
Under the same visit framework, the Governor of Abai Region also met with representatives of DDS Group. DDS Group is an international engineering and investment company specializing in industrial modernization, infrastructure construction, and industrial park development, with operations spanning more than 30 countries worldwide. After the meeting, both parties signed a memorandum of understanding and cooperation. DDS Group plans to build an industrial park with a total area of 3,000 hectares in Bakht Village, Makanchi District, with a total project investment of $1.5 billion.
This series of signings is an important part of Kazakhstan's strategy to attract foreign investment and advance industrialization. Leveraging its abundant mineral resources and geographical advantages, Abai Region is actively introducing international capital and technology to promote deep processing of local mineral resources and industrial upgrading. The implementation of Jiachen Group's aluminum plant project will further improve Kazakhstan's aluminum processing industry chain, while providing a new practical model for Chinese private steel and aluminum enterprises going global to establish factories.
