Independent Review Launched for North Shore Wastewater Treatment Plant Project

en.Wedoany.com Reported - Metro Vancouver's Sewerage and Drainage District has approved an independent review of the North Shore Wastewater Treatment Plant project, led by Rob Andrews of EXP Engineering.

The independent review will comprehensively address four main aspects: the evolution of the budget since project inception and key factors behind cost increases; Metro Vancouver's management since project launch, including whether cost increases and risks could have been avoided; whether Metro Vancouver's governance, oversight structure, and control measures have contributed to successful project delivery; and any recommendations to reduce cost and schedule risks during project completion, for reference in future Metro Vancouver projects.

Metro Vancouver's Sewerage and Drainage District initiated the process for an independent review in June 2024. The review was previously paused due to pending litigation with a former contractor, which has now been settled.

The independent review team will have full access to Metro Vancouver documents related to the project's history, finances, governance, and delivery. The team plans to complete the review by the end of January 2027 and report to the public through a meeting of Metro Vancouver's Sewerage and Drainage District.

The independent review team consists of four senior experts. Rob Andrews has over 45 years of experience and is a leader in wastewater treatment plant design and capital delivery, currently serving as the Infrastructure Team Lead at EXP Engineering. Gary Webster has over 45 years of experience in procurement, governance, and implementation of major public sector infrastructure projects, having served as a senior strategic advisor on the California High-Speed Rail project and the Roberts Bank Terminal 2 expansion project. Ed Green is a recognized expert in cost estimation, risk analysis, and construction planning and execution, having participated in the Surrey-Langley SkyTrain project, the Fraser River Tunnel project, and the Fraser Valley Highway 1 Improvement Program. Al Knight has extensive experience in infrastructure governance and performance evaluation, with expertise in assessing project management structures and financial controls.
