Missouri American Water Acquires Neosho Water Systems for $34.5 Million

Upon completion of the acquisition, the company took over approximately 5,400 water customers and 5,400 wastewater customers, and absorbed 25 employees from the former system. According to information from the City of Neosho government, ownership and operational responsibility for the related water and wastewater systems transferred to Missouri American Water effective September 2, including facility operations and maintenance, customer accounts, billing, water quality, and wastewater services.

The transaction had previously completed municipal and state regulatory approvals. The Neosho City Council approved the sale agreement on August 19, 2025, by a vote of 7 in favor and 0 against, and Missouri American Water formally submitted its regulatory application on September 24 of the same year. On June 24, 2026, the Missouri Public Service Commission approved the transaction and granted the company a certificate of convenience and necessity, authorizing it to acquire, own, operate, and maintain the Neosho water and wastewater systems. Compliance rate filings related to the acquisition were subsequently approved and took effect on September 2.

Under the acquisition agreement, Missouri American Water plans to invest approximately $35 million in Neosho's water and wastewater infrastructure during the first five years following the takeover, subject to regulatory approval. The initial scope of improvements includes upgrades to water and wastewater treatment facilities, replacement of aging water distribution and sewer collection pipelines, and integration of new monitoring and management technologies into the existing systems for leak detection and wastewater compliance management.

Specific projects also include identifying and replacing existing lead and galvanized steel customer service lines, rehabilitating aging water mains, and replacing the Buffalo Creek wastewater lift station. The company will determine other construction projects after completing further technical assessments of the existing systems. The aforementioned $35 million infrastructure investment scale was incorporated into the transaction arrangements when the acquisition agreement was signed by both parties in 2025 and became a significant component of subsequent regulatory review.

The Missouri Public Service Commission's June approval covered not only the asset transaction itself but also authorized Missouri American Water to obtain operational rights for the water and wastewater systems in Neosho and the surrounding service areas. During its review, the regulatory body evaluated conditions such as service demand, operational qualifications, financial capability, economic feasibility, and public interest. With the compliance rate filings taking effect on September 2, the actual transfer of asset ownership, system operations, and customer service from the City of Neosho government to Missouri American Water has been completed.
