en.Wedoany.com Reported - On October 6, the City Council of Pismo Beach, California, approved the award of the design-build contract for the Central Coast Blue Advanced Water Purification Facility to PERC Water Corporation, with a contract value of approximately $39.8 million. The project is located in Grover Beach, with a designed annual production capacity of 750 acre-feet of purified water, approximately 925,000 cubic meters. The project plans to adopt ultrafiltration, three-stage reverse osmosis, and ultraviolet advanced oxidation processes, with physical construction expected to commence in spring 2027.

PERC Water will be responsible for facility design, construction, equipment testing, personnel training, and initial operational support. The project adopted a two-stage public competitive procurement process. Pismo Beach evaluated proposals from three qualified design-build teams and ultimately selected PERC Water. On October 12, Consolidated Water, the parent company of PERC Water, officially announced the contract award result.

The works include raw water storage, purified water storage, chemical storage and dosing, pumping, pipeline connections, and electrical and automatic control systems. The groundwater recharge facility is equipped with one injection well and two monitoring wells. Purified water will enter the groundwater recharge system through conveyance pipelines.

Central Coast Blue adopts an indirect potable reuse approach, treating effluent from the existing wastewater treatment plants of Pismo Beach and the South San Luis Obispo County Sanitation District. Purified water will be injected into the Santa Maria Groundwater Basin. The project also includes regulatory coordination, system commissioning, performance acceptance testing, and operational readiness preparation.

In May 2024, the U.S. Bureau of Reclamation provided $16.6 million in federal funding support for the project. The Pismo Beach City Council meeting on October 6, 2026 also reviewed an amendment to the GHD owner's advisor services contract, with a related not-to-exceed amount of $2,233,400, listed separately from the PERC Water construction design contract.
