Durban, South Africa Launches 36-Month Water Supply Infrastructure Framework Tender

en.Wedoany.com Reported - On October 5, the eThekwini Metropolitan Municipality, which encompasses Durban, South Africa, launched a water supply infrastructure framework procurement to establish a pool of up to 30 contractors to implement new construction and upgrade water supply infrastructure projects over the next 36 months based on actual demand. The tender number is 37046-5W, and the bid submission deadline is October 30 at 11:00. Applicant enterprises must possess a CIDB 5CE or higher civil engineering contractor grading.

The contractor pool is divided into three categories according to CIDB grading, with Category A corresponding to 5CE–6CE, Category B corresponding to 7CE–8CE, and Category C corresponding to 9CE. The works will cover 5 regions within the eThekwini municipal area. The framework is executed through a demand-driven task order approach, with specific projects including new water supply pipelines, upgrading of existing water supply systems, and replacement of aging facilities.

The scope of works covers material procurement, trench excavation, pipe laying, backfilling, spoil disposal, and road reinstatement, and may use various pipe materials including HDPE, mPVC, steel pipe, stainless steel pipe, and ductile iron pipe. Construction also includes detection of existing underground utilities, traffic management, safe handling and disposal of asbestos cement pipes, and ensuring property access along the route.

The tender technical requirements stipulate that the hydrostatic test pressure for steel pipelines is 1800 kPa, and for mPVC pipelines is 1200 kPa. Soil compaction must achieve the specified Modified AASHTO density standard. The awarded contractor must also use GPS-tagged site photographic imagery to record project progress and submit monthly and quarterly construction reports.

The framework also includes local subcontracting requirements, with at least 30% of the contract value to be subcontracted to locally Black-owned enterprises. Contractors must also deploy registered professional civil engineers, civil engineering technologists, professional quantity surveyors, and site management personnel, and demonstrate completion of at least 8 similar projects in the past 10 years.
