Contract Awarded for Supervision Services for Rwanda Nzove 1 Water Treatment Plant Rehabilitation

en.Wedoany.com Reported - On September 23, the African Development Bank disclosed that the contract for construction supervision consulting services for the Rwanda Nzove 1 Water Treatment Plant Rehabilitation Project has been awarded. This contract falls under the Rwanda Transformation and Sustainable Water and Sanitation Program Phase I, with the Rwanda Water and Sanitation Group (WASAC Group) as the project executing agency. The award pertains to engineering supervision consulting services, not the construction contract for the water treatment plant rehabilitation.

The supervision services cover the entire construction process of the Nzove 1 Water Treatment Plant Rehabilitation Project. Previously published procurement documents show that, in addition to construction supervision, the consulting firm is also required to review and refine the final design, including construction drawings, engineering details, and cross-section designs; prepare the final bill of quantities, costs, technical specifications, bidding documents, and operation and maintenance manuals; and be responsible for technical documents such as the health and safety plan, environmental and social management plan, and resettlement action plan.

The Nzove 1 Water Treatment Plant is located in Kigali and has an existing design treatment capacity of approximately 40,000 cubic meters per day. Prior feasibility studies and detailed design proposals suggested that, through rehabilitation of existing facilities, the treatment capacity would be increased to a maximum of approximately 65,000 cubic meters per day. The rehabilitation also connects with the Kigali water supply network to increase the city's water supply capacity.

The plant was commissioned in 2008. A previous inspection by Rwanda's national audit authorities found that some primary filtration facilities at the plant were damaged, and the concrete structures supporting the filtration system had developed cracks. Subsequently, WASAC initiated studies on the Nzove 1 rehabilitation plan and commissioned SMEC International to carry out feasibility studies and detailed design, including water quality assessment, hydraulic design, engineering planning, operation and maintenance plans, and preparation of construction bidding documents.

In September 2024, WASAC officially launched the procurement of this construction supervision consulting service. The procurement documents specify that the supervision firm is required to supervise the quality, technical, environmental, social, and safety aspects of the subsequent rehabilitation construction in accordance with Rwandan, relevant regional, and international standards. With this contract award completed, the supervision service has moved from the procurement stage to the contract execution preparation stage and will interface with the subsequent water treatment plant rehabilitation construction.

The Nzove 1 Water Treatment Plant Rehabilitation is one of the construction components of the Rwanda Transformation and Sustainable Water and Sanitation Program Phase I. The program is implemented by the Government of Rwanda, financed by the African Development Bank and the Africa Growing Together Fund, and executed by WASAC Group. In addition to the Nzove 1 rehabilitation, the program also covers water supply system construction projects in multiple cities and regions.
