Construction Begins on South Africa's R16.7 Million KwaNomzamo Bulk Water Pipeline Project
en.Wedoany.com Reported - The Kouga Local Municipality in South Africa's Eastern Cape Province has announced that the KwaNomzamo Bulk Water Project officially commenced construction this week. With a total investment of R16.7 million funded by the Water Services Infrastructure Grant (WSIG), the project primarily involves constructing a new bulk water pipeline from the Humansdorp Water Treatment Works to KwaNomzamo to enhance local bulk water conveyance capacity. The works are planned to be implemented in two phases, with a total construction period of approximately 10 months, expected to be completed around September 30, 2027.
The project will construct 315 mm and 250 mm diameter PVC-u Class 12 bulk water pipelines connecting the Humansdorp Water Treatment Works to the existing KwaNomzamo water supply system. The new pipeline is designed with a conveyance capacity of approximately 98.5 liters per second under peak demand conditions, which can be increased to approximately 123.5 liters per second when simultaneously meeting peak demand and fire flow requirements. The works will also connect to the existing 100 mm water supply main and incorporate pressure management equipment to improve system redundancy and operational stability.
This expansion directly addresses the issue of the existing KwaNomzamo water supply system approaching its capacity limit. Currently, the area primarily relies on a single 100 mm pipeline from the Humansdorp Water Treatment Works, supplemented by the Churchill booster pipeline. With residential developments progressing and informal settlements being formalized, local daily water demand is projected to increase from approximately 1,541 kiloliters to 2,702 kiloliters, a rise of about 75%. Once the new bulk main is operational, it will accommodate the majority of the additional bulk water conveyance demand generated by new residential developments.
During construction, the new pipeline will need to cross the R330 and R102 roads as well as Transnet railway lines. The municipality has specified that crossing points will be constructed using either trenchless or open-cut methods depending on site conditions. This portion of the works involves road and railway crossing construction, pipeline protection, casing pipes, and joint treatment, and constitutes a key construction component of the project.
The works will be advanced in two phases. Phase 1 is planned for implementation in the 2026/2027 financial year, with a construction period of approximately 7 months; Phase 2 is scheduled for the 2027/2028 financial year, with a construction period of approximately 3 months. Upon completion, the new water supply infrastructure will be incorporated into the Kouga Local Municipality's existing asset management and maintenance system, with the municipality responsible for subsequent operation and maintenance.
The project had previously undergone an independent tender process. Tender document No. 68/2026 issued by the Kouga Local Municipality shows that the tender scope was "KwaNomzamo Bulk Water: New Bulk Water Main from Humansdorp Water Treatment Works to KwaNomzamo." The tender was launched on March 13, 2026, and closed on April 13, 2026, with pipeline construction drawings and complete tender documents provided concurrently. The commencement of construction in September marks the project's transition from the procurement stage to physical construction.
In July of this year, the Kouga Municipality disclosed, under the 2026/2027 budget framework, that the WSIG funding allocation for the project in that financial year was approximately R10.07 million; the latest construction commencement announcement in September clarified the total project investment as R16.7 million. The two figures correspond to different scopes: the former represents the financial year funding allocation, while the latter represents the total project investment.
