The cluster is part of the state's broader push to expand shipbuilding capacity. Previous proposals had considered alternative sites such as Dighi, Nandgaon, and Vijaydurg, and officials have conducted techno-economic feasibility studies to assess the most suitable location and project structure.

Dighi emerged as a strong candidate due to its proximity to port infrastructure and industrial land reserves.
