The patent, submitted by an inventor dedicated to supporting public health and addiction disorder research for veterans, defines a safety rulebook based on the QAIAx TDC model specification and establishes specialized training and certification programs for operating future dome-shaped microcities housing 1,500 to 15,000 residents.

This patent is part of a registered clinical trial (NCT07661823) by the National Institutes of Health, aimed at testing a safe model for humans and advanced general artificial intelligence to live and work together. According to the specification, human personnel involved in 300 microcities within the QAIAx clinical trial affiliate network must complete a 220-hour advanced course to obtain a QAIAx professional license for licensed service providers such as lawyers and doctors. The specification is based on a 90/10 hybrid workforce model, where 90% of the city's recycled water treatment, clean air mixing, and robotic agricultural management are autonomously operated by a supercomputer, while human workers handle the remaining 10%, responsible for auditing and supervision.

The patent (Application No.: 64/105,164) includes multiple safety technical measures: digital keys are locked within a quantum computer cooled to minus 459 degrees Fahrenheit, with automatic erasure within 1 millisecond if a hacker physically intrudes; the AI cannot independently issue medical or legal decisions, requiring licensed personnel to physically scan a security badge to approve major actions; before data transmission, an automatic shield strips 18 pieces of privacy information, including names, network addresses, and GPS coordinates, anonymizing users. The trial aims to provide housing and medical services for up to one million people, including veterans. The Veterans Recovery Network has opened a waiting list since June 29, 2026, with registration tentatively scheduled to open in mid-August 2026.
