en.Wedoany.com Reported - China's State Council recently approved the "Lanzhou-Xining Urban Agglomeration Development Plan," requiring the governments of Gansu and Qinghai provinces, along with relevant departments, to collaborate closely to foster this cross-provincial urban agglomeration into a key region supporting national territorial and ecological security, as well as maintaining prosperity and stability in Northwest China.
The plan specifies that the Lanzhou-Xining urban agglomeration is an important cross-provincial urban agglomeration in western China, playing an irreplaceable role in safeguarding national territorial and ecological security. Cultivating and developing this urban agglomeration is conducive to ensuring national ecological security, promoting balanced territorial development, facilitating the interaction between the Belt and Road Initiative and the Yangtze River Economic Belt, and driving the "Two Centenary Goals" in Northwest China. The governments of the two provinces and relevant State Council departments must focus on national security, base their efforts in the inland northwest, and target Central and West Asia to implement the plan effectively.
The notice requires the governments of Gansu and Qinghai provinces to strengthen organizational leadership for plan implementation, improve coordination mechanisms, clarify responsibilities, formulate implementation plans, and ensure alignment with relevant special plans. Major issues, policies, and projects involved in plan implementation must be reported for approval according to prescribed procedures.
Relevant State Council departments will, based on their functional divisions, study and formulate specific policy measures to support the development of the Lanzhou-Xining urban agglomeration, providing active support in areas such as plan formulation, institutional innovation, major project construction, and optimization of administrative divisions.
The National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development will, in accordance with the State Council's approval, strengthen tracking analysis and supervision of plan implementation, and, together with the governments of Gansu and Qinghai provinces, conduct timely implementation evaluations, reporting major issues to the State Council promptly.
