en.Wedoany.com Reported - China Xinhai Mining recently launched the "Africa Mining Escort Plan," aimed at systematically addressing three core challenges that have long plagued the African mining industry: policy compliance, infrastructure and technology, and local sustainable operations. The plan was proposed by Liu Hui, General Manager of Xinhai Mining's Ghana subsidiary, based on the company's practical experience from hundreds of operational mines in West and Southern Africa, supported by its full-industry-chain "EPC+M+O" service capability.

In recent years, African countries have generally revised mining laws, increased resource taxes, and imposed stricter requirements for local equity and mandatory local processing. Small and medium-sized foreign mining enterprises, lacking local policy analysis teams, frequently encounter oversights in mining rights due diligence, legal adaptation, and government communication, leading to project suspensions, hefty fines, or equity disputes. The Escort Plan launched by Xinhai Mining focuses on three pain points: volatile policies and complex compliance, weak infrastructure and equipment unsuitability, and insufficient local integration and lack of green governance.

Liu Hui stated that Chinese enterprises need to plan ahead for mining investments in Africa. The Escort Plan comprises three major modules: Risk Control Escort, Technology Escort, and Sustainable Escort. The Risk Control Escort module establishes a dedicated compliance think tank, providing real-time updates on mining regulations across countries, along with mining rights due diligence, investment structure design, compliance review of cooperation agreements, and risk warnings. The Technology Escort module leverages Xinhai Mining's R&D system and overseas project experience to customize mineral-specific processes, employing lightweight, rapid engineering delivery. A lateritic gold mine in Guinea achieved rapid production in just 8 months, while a 500-ton/day integrated mining, processing, and tailings project in Zimbabwe has been operating stably. Technology Escort also includes local technical talent cultivation and regional spare parts warehousing, and collaborates with Huawei Microgrid, Trina Solar Energy, and Boretron's African local subsidiaries to provide integrated mine power solutions and low-power digital management and control systems.

The Sustainable Escort module establishes a long-term service mechanism integrating production, trusteeship, and ecological governance, offering production trusteeship, dry-stacking tailings reclamation, and wastewater recycling processes, while assisting in extending primary processing links within the mining area and co-building local infrastructure and livelihoods. Liu Hui pointed out that the Escort Plan is based on a long-term partnership positioning, rather than single equipment sales or segmented project delivery. Xinhai Mining has established wholly-owned subsidiaries in Ghana, Tanzania, and Zimbabwe, forming a complete service system covering risk assessment, customized technology, long-term trusteeship, and green governance.
