Yang Zhichao, Deputy Secretary of the Party Committee and Vice President of China Communications Construction Group (CCCC), put forward four initiatives on behalf of CCCC at the founding ceremony: empowering high-quality urban development through full-chain support, empowering industrial transformation and upgrading through hardcore technological innovation, empowering the symbiotic co-prosperity of the industrial chain through ecological synergy, and empowering enterprise globalization through global networks. He stated that CCCC will leverage the alliance as an opportunity to deepen cooperation with Shanghai, helping to optimize the urban spatial layout and enhance the level of industrial clusters. The alliance will seize the opportunity of Shanghai's construction of "five centers," deepen central-local government cooperation, and help improve the city's capacity and quality.
The first batch of alliance members includes diverse entities such as government platforms, research institutes, financial institutions, and industrial chain enterprises, covering core areas including comprehensive urban development, urban renewal, industry-city integration, industrial operations, low-carbon green development, and smart operations, spanning the entire industrial chain from investment and construction, planning and design, investment attraction and operations, to value appreciation.
Leveraging the professional advantages of CCCC Urban Investment, the alliance will focus on the difficulties of urban transformation and development, launching two characteristic service plans. The first is an integrated solution for comprehensive urban development and operations, coordinating five major business segments: comprehensive urban development, specialty real estate, industrial park development and operations, urban operations, and comprehensive urban energy. Relying on the "eight-network integration" district renewal model, it will build a full lifecycle operation closed loop of "investment, construction, operation, and exit," promoting the transformation of urban development from incremental development to quality improvement of existing stock. The second is the CCCC solution for urban industrial investment attraction and operations, leveraging the "CCCC Cloud Corridor" park brand to build a full-cycle enterprise service system, precisely empowering through dual platforms of digital investment attraction and smart park operations, and linking industrial, capital, and overseas channel resources to create a symbiotic industrial ecosystem.




A series of unveiling ceremonies and centralized signing ceremonies were also held at the conference site. The CCCC Urban Industry Alliance, its Shanghai Center, the alliance's joint industrial investment attraction platform with Huaxin Town, Qingpu District, Shanghai, and overseas service stations in Thailand and Malaysia were simultaneously inaugurated. The alliance signed an agreement with the Ministry of Housing and Urban-Rural Development's Science and Technology and Industrialization Development Center to deepen collaboration in urban construction and urban renewal. It also completed membership signing agreements with leading enterprises and institutions in multiple tracks, including smart cities, low-altitude economy, financial services, and planning and design. Additionally, it jointly signed an intention cooperation agreement for an urban industry fund with multiple parties.
The conference officially released the construction plan for the Shanghai Qingpu Fengxi Project Pilot Zone, named "CCCC·Future Fengxi." This project will serve as one of the first pilot implementations of CCCC's "eight-network integration" model, exploring a regional high-quality development path driven by urban renewal and centered on industrial development.
Zhang Feng, Chief Engineer of the Ministry of Housing and Urban-Rural Development's Science and Technology and Industrial Development Center, delivered a keynote speech on the development trends of urban renewal. Relevant officials from Shanghai's Qingpu District and Huaxin Town gave special presentations on the business environment and industrial development. During the conference, representatives from participating units engaged in in-depth exchanges on topics such as the implementation pathways for urban renewal, regional industrial cooperation, and the co-construction of industrial funds, exploring new models for cross-entity urban collaborative development.
Over 180 representatives from units and enterprises including the Shanghai Municipal Commission of Economy and Informatization, the Shanghai Municipal Commission of Housing and Urban-Rural Development Management, the Shanghai Municipal Commission of Transport, the China Urban Planning Association, the All-China Federation of Real Estate Chambers of Commerce, the Yangtze River Delta "Belt and Road" High-Quality Development Promotion Association, the Shanghai International Chamber of Commerce, Tsinghua Tongheng, Industrial and Commercial Bank of China, China Zheshang Bank, Shenwan Hongyuan, ICBC Capital, LightWheel, PengYou Flight, CABR Technology, Zhaobian Technology, Aranya, Longfor Group, Wangfujing Group, Sichuan Urban Renewal Group, Guangzhou Science City Group, Ningbo Beifu, Hangzhou City Investment Group, Hangzhou Qiandao Lake Group, Guangdong Midea, CYTS, and Kangtuo Medical attended the conference.
