This is the second public inquiry for the project. In the first bidding round, both Bid Package 1 and Bid Package 2 failed due to fewer than three bidders. The purchaser has relaunched the process to expand supplier participation.

The procurement list shows that the hardware section is primarily based on the H3C brand. Computing nodes include 10 R4930 G7 servers equipped with Hygon processors (for computing resources, bare metal, and unified operations and maintenance), and 6 UIS 3060 G7 hyper-converged resource servers. Network and security equipment also come from the H3C SecPath series, covering firewalls, VPNs, log auditing, situational awareness, vulnerability scanning, and other categories.
On the software side, a diverse domestic combination is adopted: the operating system uses 100 sets each of Kylin and UnionTech OS; Huawei Cloud system is deeply involved, providing FusionGuard host security, ManageOne operations software, IaaS cloud suite, object storage, and block storage components; the cryptographic evaluation phase introduces Sansec password machines, Feitian Technologies smart cryptographic keys, Qi-Anxin national cryptography browser, and Huawei HCS cryptographic evaluation component licenses, with the overall configuration meeting the compliance requirements for information security level protection and cryptographic evaluation.
