Named Polski Światłowód Otwarty (PŚO), the network is being developed jointly by Play and the InfraVia Capital Partners fund, adopting a shared infrastructure model that can be used by multiple operators.

Play outlined its strategy in a report on the role of fixed internet in Poland. Currently, the fiber optic network covers nearly 5.2 million households, with speeds reaching 8 Gbit/s. Plans offering 5 or 8 Gbit/s are available in 138 Polish districts (37% of the country), while the vast majority of the remaining areas have access to at least 1 Gbit/s. Play's fixed internet customer base grew by 48% between December 2021 and December 2025. Play believes that the open network model, which allows multiple commercial operators to use the same infrastructure, helps promote competition, expand consumer choice, and accelerate fiber deployment, especially in less populated areas. Cited data shows that 78% of Polish households now have fiber access, and 85% of addresses have fixed internet access, figures supported by private investment and European funding.
The development of the fiber optic network is part of Iliad's overall strategy in Poland. In the mobile network sector, Play announced several advancements in January this year: it operates over 13,000 mobile sites and has completely ended domestic roaming, using only its own network. The operator has also upgraded its backbone network, achieving a record link of 1.2 Tb/s over a distance of nearly 900 kilometers. Play is shutting down its 3G network, strengthening 4G and 5G deployments, and advancing the construction of the 700 MHz band, with the goal of building one of the most advanced fixed and mobile infrastructures in Europe.
