en.Wedoany.com Reported - Croatia's Minister of Justice, Administration and Digital Transformation, Damir Habijan, announced the launch of the "Digitization of Citizen Personal Status Processes" project, implemented in cooperation with the Agency for Information Systems and Information Technology Support (APIS IT). The project aims to establish a unified national civil registry system by integrating five existing registers.
The total value of the project exceeds €4 million, with 85% of the funds provided by the EU's Competitiveness and Cohesion Program for 2021-2027. The project development cycle is 24 months, covering system development, testing, and deployment phases. Its main objective is to follow the "one person, one record" principle by integrating the five existing registers into a single base register, thereby improving the efficiency and accessibility of public administration and judicial services, enhancing data quality and interoperability, and reducing the administrative burden on citizens.
Minister Habijan stated that the national civil registry, as a base register, records important life events of citizens from birth, marriage, or registered partnership to death. Currently, citizens can use four services in the e-Građani system, including e-Matrične knjige, e-Novorođenče, e-Prijava vjenčanja, and e-Prijava životnog partnerstva. The project will also develop three new electronic services: e-Prijava smrti, e-Promjena osobnog imena, and e-Vraćanje na prezime prije sklapanja braka ili životnog partnerstva.
Minister Habijan pointed out that the project follows the "once-only principle" and the concept of interoperability, aiming to allow citizens to complete procedures at a single location without having to visit multiple counters, saving time and money. He mentioned that the e-Građani system currently has over 2.3 million users, and the mobile application mGrađani has approximately 181,000 users, with the number of users expected to continue growing. He also expressed gratitude to civil registry officials, believing that the project will further simplify their daily work.

Saša Bilić, Chairman of the Management Board of APIS IT, noted that the project will modernize the national civil registry system, enhance data security and interoperability, and support the application of cutting-edge technologies such as Artificial Intelligence tools.
This project is a continuation of the long-term digitization process of citizen personal status management, building on a previously completed EU Commission technical assistance project that analyzed the existing system and defined the future development model. The project aims to transition from the digitization of individual registers to fully integrated management of citizen personal status data, following best practices for the development of European base registers.
In addition to Minister Habijan and Saša Bilić, the meeting was attended by Sanja Slunjski, Director of the Operational Programs and Financial Instruments Implementation Directorate of the Ministry of Regional Development and EU Funds, and Dragan Jelić, Director of the Central Financing and Contracting Agency.
