The first is a national strategy for the development of autonomous systems through 2036, to be submitted with the participation of the Association of Autonomous System Operators and Manufacturers "National Autonomous Systems." The second is a strategy for the development of national digital platforms and the introduction of platform solutions, also to be completed within the same timeframe.

An interdepartmental working group responsible for the development of the digital economy and digital platform ecosystems will participate in preparing the 2027 Future Technologies Forum, which will focus on the development of digital platforms and the introduction of platform solutions in economic sectors. Additionally, rules governing the use of digital platforms by citizens and legal entities for collective investment in comfortable urban environment projects need to be adjusted, including the possibility of co-financing from federal subject budgets and local budgets.

Putin noted at the forum that major powers face a historic choice: either create their own platforms and technological ecosystems or become digital peripheries. Citing experts, he stated that three key technologies of the present and future—artificial intelligence, autonomous systems that can significantly boost labor productivity and transform economic sectors, and platform solutions that allow market participants to directly and automatically exchange information and reach transactions in real time—will change the lives of citizens, business operations, and state activities. Putin emphasized that, according to scientists and experts, countries or groups of countries possessing complete, proprietary technologies in artificial intelligence, autonomous systems, and digital platforms will become powerful sovereign centers in a multipolar world, and without these technologies, true sovereignty is impossible.
