Canada Port Authority Selects TerraMarine as Preferred Proponent for Roberts Bank Terminal 2 Project

en.Wedoany.com Reported - The Vancouver Fraser Port Authority announced on July 13, 2026, that it has selected TerraMarine as the preferred proponent for the land and marine package of the Roberts Bank Terminal 2 Project, with contract negotiations to follow.

The planned marine container terminal aims to increase container throughput capacity on Canada's West Coast by more than 30% compared to current levels, unlocking an estimated annual trade capacity of over CAD 100 billion (approximately USD 70.7 billion), boosting Canada's GDP by more than CAD 3 billion (approximately USD 2.1 billion) annually, and supporting tens of thousands of jobs. The project will also help Canada double its exports to non-U.S. markets within the next decade.

This package encompasses marine land works, terminal structures and berth basins, a widened causeway, an expanded tug basin, and selected environmental mitigation and offset works. The port authority adopted a progressive design-build procurement model with a target price mechanism. A request for qualifications was issued in July 2025, three teams were shortlisted in November 2025, bids were received in late May 2026, and the evaluation process was overseen by an independent fairness monitor throughout.

TerraMarine will collaborate with the port authority, First Nations, and regulatory bodies on logistics, work plans, costs, scheduling, early works, and subcontracting opportunities, including those for Indigenous enterprises. Following the completion of preliminary development work and financial close, a target price design-build agreement is planned. Financial close, mobilization, and early works are scheduled for late 2027, land reclamation is expected to begin in 2028, and terminal operations are projected to start in the mid-2030s. The project has received key environmental approvals and the consent of 27 First Nations, all protected by mutual benefit agreements. The port authority has also signed a memorandum of understanding with Global Container Terminals to explore joint operations and development agreements.

The port authority has previously completed the Centerm Expansion Project and is advancing the Second Narrows dredging works and the Holdom Overpass Project.
