With "green and low-carbon" and "technological and intelligent" as the dual engines, focusing on the construction of safe, comfortable, green, and smart "good houses," while balancing incremental quality improvement and stock renewal, the Opinions systematically promote the quality improvement of the entire life cycle of housing, effectively improving the living environment in plateau areas.

The Opinions set a work target: by 2030, significant results will be achieved in the housing quality improvement project across Qinghai Province, with comprehensive improvements in housing standards, design, materials, construction, and operation and maintenance levels. The Opinions establish the "6633" construction key points guided by solving the people's living pain points and practical needs, namely "Six No's"—no mold, no blockage, no leakage, no noise, no cracks, no odor; "Six Preventions"—electricity prevention, fire prevention, disaster prevention, theft prevention, collision prevention, fall prevention; "Three Savings"—saving worry, saving space, saving money; "Three Essentials"—health, practicality, and care.
