U.S. Federal Highway Administration Releases New Version of Form 1273 and Summary of Changes

en.Wedoany.com Reported - The U.S. Federal Highway Administration (FHWA) recently released a new version of Form 1273 and a summary of changes. The form has been changed from mandatory to optional, but state Departments of Transportation (DOTs) are still required to incorporate basic provisions based on federal laws and regulations into actual construction contracts.

Over the past few months, multiple members of the American Road & Transportation Builders Association (ARTBA) have consistently expressed concerns: despite President Donald Trump's revocation of several related policies through executive orders, state DOTs have generally required contractors to comply with all terms listed in Form 1273. In meetings with the office of Transportation Secretary Sean Duffy and FHWA officials, ARTBA urged revisions to the form to eliminate these inconsistencies, regardless of whether the form becomes optional.

ARTBA acknowledged FHWA's swift response, which included releasing the new version of Form 1273 and the summary of changes. FHWA staff also briefed ARTBA division leaders on the relevant actions during a recent virtual meeting.

ARTBA recommends that relevant divisions and members review these documents with state DOTs, as the policy changes reflected in the new version of Form 1273 apply to all current and future contracts.
