en.Wedoany.com Reported - The Vietnamese government has recently introduced new mechanisms and policies to boost the development of rooftop solar power, expanding investment opportunities for households and enterprises while promoting distributed energy growth. Key measures include the issuance of Decree No. 243/2026/NĐ-CP, which amends and supplements regulations on the Direct Power Purchase Agreement (DPPA) mechanism and the development of renewable energy and new energy sources. The focus is on addressing practical bottlenecks, expanding the scope of DPPA applications, improving the management of self-consumed rooftop solar systems, and adjusting the surplus electricity trading mechanism.
Under the new regulations, surplus electricity from rooftop solar systems can be traded based on agreements, with the trading ratio increased from a previous maximum of 20% of generated electricity to 50%. By the end of 2030, if the regional power grid meets safety operation requirements, the trading parties can negotiate a higher ratio. This policy is expected to enhance project investment returns, increase the attractiveness of rooftop solar, and promote the widespread use of clean electricity in production and business operations.
Pham Le Phu, Deputy General Director of Vietnam Electricity Group (EVN), stated that Decree No. 243 provides a more transparent and comprehensive legal framework. The expanded implementation of the DPPA mechanism allows trading parties to independently negotiate electricity prices based on market mechanisms, better meeting the green electricity demands of new power consumers such as industrial parks, manufacturing enterprises, and data centers. Representatives from the Asia Clean Energy Alliance believe that the new policy helps enterprises scientifically formulate investment plans, control energy costs, and meet the increasingly stringent requirements for clean energy use in global supply chains.
To implement the above policies, the Northern Power Corporation (EVNNPC) is accelerating the construction of rooftop solar projects in 17 northern provinces and cities (excluding Hanoi). In the first six months of 2026, the company added approximately 8,500 rooftop solar users, with a new installed capacity of nearly 394.5 megawatts, bringing the cumulative number of users to over 10,000 and total installed capacity to about 718 megawatts. Meanwhile, the company is also building energy storage systems at 47 110-kilovolt substations and energy storage systems to enhance load regulation capabilities and the level of renewable energy integration.
