As the first ultra-large crude oil terminal in northern China to adopt single-point mooring technology, the project will change the history of very large crude carriers (VLCCs) being unable to directly dock at Dongying Port after its operation.

At the completion acceptance meeting, seven senior experts in port hydraulic engineering, oil and gas storage and transportation, and safety and environmental protection were invited to join the on-site verification team. Regulatory authorities including transportation, maritime affairs, and ecological environment, as well as project construction, design, construction, and supervision units, participated throughout the process. The expert group conducted on-site inspections of facilities such as offshore single-point mooring buoys and booster platforms, and carried out detailed checks on the project's physical quality and equipment operation conditions. Each participating unit reported on the entire project construction process, quality control, safety management, and commissioning operations. After comprehensive evaluation, the on-site completion acceptance verification team determined that the engineering facilities and equipment commissioning were qualified, meeting the conditions for completion acceptance, and the project passed completion acceptance.

This project is a key energy and transportation project in Shandong Province and the first single-point mooring crude oil terminal in northern China. With a total investment of 3.7 billion yuan, the project constructs two 250,000-ton single-point mooring berths, supported by offshore booster platforms, submarine and onshore oil pipelines, with a designed annual unloading capacity of 34.93 million tons, filling the gap of no ultra-large crude oil unloading berths at Dongying Port.

After the project is put into operation, VLCCs can directly enter the Dongying port area for oil unloading without the need for transshipment. This change is expected to save over 1 billion yuan in logistics costs annually for hinterland refining enterprises. In the next step, relevant departments will handle port opening procedures, promote international oil tanker unloading operations, enhance the liquid chemical hub capacity of Dongying Port, strengthen regional crude oil supply security, and provide port support for the ecological protection and high-quality development of the Yellow River Basin as well as the construction of the high-end petrochemical industry base in northern Shandong.
