I. At the invitation of H.E. Li Qiang, Premier of the State Council of the People's Republic of China, H.E. Mr. Anutin Charnvirakul, Prime Minister of the Kingdom of Thailand, paid an official visit to China from July 16 to 20, 2026.
During the visit, H.E. Xi Jinping, President of the People's Republic of China, met with Prime Minister Anutin. H.E. Li Qiang, Premier of the State Council, and H.E. Zhao Leji, Chairman of the Standing Committee of the National People's Congress, held talks and meetings with Prime Minister Anutin respectively. Prime Minister Anutin also attended the 2026 World Artificial Intelligence Conference in Shanghai.
II. The two leaders expressed satisfaction with the positive momentum of China-Thailand relations, which are built on mutual trust and mutual respect. Both sides reaffirmed that the agreement between the leaders of the two countries during President Xi Jinping's historic visit to Thailand in 2022 to build a more stable, more prosperous, and more sustainable China-Thailand community with a shared future marked an important milestone in bilateral relations. On the occasion of the 50th anniversary of the establishment of diplomatic relations between China and Thailand, the historic state visit to China by His Majesty King Maha Vajiralongkorn Phra Vajiraklaochaoyuhua and Her Majesty Queen Suthida Bajrasudhabimalalakshana in November 2025 further consolidated the long-standing profound friendship between the two countries and their peoples.
The two sides agreed to work together to achieve more tangible outcomes in building the China-Thailand community with a shared future in the next 50 years. The two sides will maintain close high-level exchanges and strengthen exchanges between governments, legislatures, and other institutions. The two sides agreed to establish a "2+2" strategic dialogue mechanism between foreign and defense ministers to enhance coordination and strategic communication.
III. The two sides reaffirmed mutual support on issues concerning each other's core interests and major concerns. China reaffirmed its respect for Thailand's national independence, sovereignty, and territorial integrity, and firmly supports Thailand in safeguarding its sovereignty, security, and development interests. Thailand reaffirmed its firm commitment to the One-China policy, recognizing that Taiwan is an inalienable part of China's territory and that the Government of the People's Republic of China is the sole legal government representing the whole of China. Thailand firmly supports China's peaceful reunification and does not support any form of "Taiwan independence." Thailand supports China's "One Country, Two Systems" policy.
IV. In the face of current global challenges and uncertainties in economic recovery, the two sides emphasized the importance of upholding multilateralism based on international law and deepening future-oriented, resilient, inclusive, and sustainable mutually beneficial cooperation. The two sides stressed the importance of an open, rules-based multilateral trading system and will strengthen mutually beneficial cooperation in trade, technology, and talent to ensure secure and resilient industrial and supply chains, providing impetus for the modernization of their respective countries.
The two sides will continue to expand market access, promote high-quality and responsible investment that involves local enterprises, protects the environment, and complies with local laws and regulations, and drive bilateral trade growth. The two sides agreed to conclude the next Joint Action Plan on the Five-Year Development Plan for China-Thailand Economic and Trade Cooperation as soon as possible.
The two sides agreed to strengthen industry-university-research cooperation to jointly ensure the resilience, efficiency, and security of supply chains. They agreed to enhance cooperation on joint research platforms, talent and technology startup cultivation, and technology transfer, and establish a well-functioning supply chain ecosystem.
The two sides appreciated the signing of the Protocol to Upgrade the China-ASEAN Free Trade Area (Version 3.0) in October 2025 and will continue to work together for its early entry into force. The two sides agreed to effectively implement and fully utilize the China-ASEAN Free Trade Agreement and its protocols, the Regional Comprehensive Economic Partnership Agreement, among others, to promote regional economic growth.
China is willing to work with Thailand and other parties to jointly implement the Framework for International Cooperation on Digital Economy and Green Development to promote digital and green transformation and sustainable development.
The two sides agreed to strengthen digital customs cooperation, explore smart customs practices, and enhance rule alignment and capacity building, "single window" systems, and anti-smuggling law enforcement cooperation. The two sides expressed willingness to further deepen cooperation under the China-Thailand Joint Technical Committee on Sanitary and Phytosanitary (SPS) Measures. China welcomes Thailand's positive willingness to participate in the Belt and Road Customs Food Safety Cooperation Mechanism and is willing to jointly enhance food safety governance capacity and continuously expand the scale of agricultural and food product trade.
The two sides agreed to strengthen cooperation in digital trade, e-commerce, and other fields, and are willing to deepen exchanges on digital governance and standards to promote the development of small and medium-sized enterprises.
The effective use of international dispute settlement mechanisms, including free trade agreements and alternative dispute resolution mechanisms, is crucial for a stable and predictable business environment. China supports Thailand's bid to host the headquarters of the Advisory Centre on International Investment Dispute Resolution under the United Nations Commission on International Trade Law.
V. Technological progress and digital transformation have created significant new opportunities for both countries. The two sides agreed to strengthen innovation cooperation, foster the development of new quality productive forces, enhance competitiveness, and promote sustainable growth.
The two sides agreed to effectively utilize the role of the Joint Committee on Science and Technology Cooperation, deepen alignment of science, technology, and innovation policies, and strengthen cooperation in fields such as life and health, space information, science and technology for poverty reduction, agricultural technology, and advanced materials. The two sides emphasized the importance of expanding exchanges among scientific and technological personnel and promoting the transfer, transformation, and demonstration application of scientific and technological achievements. They will deepen cooperation in digital and artificial intelligence, advanced electronic equipment, modern automobiles, future foods, aerospace and space technology, quantum technology, clean energy, and bio-industry.
Thailand congratulated China on the successful hosting of the 2026 World Artificial Intelligence Conference and the High-Level Meeting on Global AI Governance, and welcomed China's initiative to establish the World Artificial Intelligence Cooperation Organization. The two sides recognized the need to strengthen international cooperation and global governance on artificial intelligence to better enhance human well-being.
The two sides encouraged the use of digital technology to cultivate talent, strengthen workforce reskilling and upskilling, and improve productivity. Thailand is willing to expand long-term, sustainable investment partnerships with China and carry out research and development cooperation, particularly in future, innovative, and advanced industries, to promote the development of integrated supply chains.
VI. Enhancing connectivity is a key driver of regional economic integration and shared growth. The two sides agreed to accelerate the construction of Phase I of the China-Thailand Railway and determine the cooperation model for Phase II, with a view to commencing construction of Phase II as soon as possible. The two sides agreed to strengthen railway and road connectivity and optimize procedures for entry-exit, customs, and inspection and quarantine.
VII. The two sides agreed that it is necessary to strengthen group exchanges, deepen cooperation in defense fields such as joint exercises and training, intelligence sharing, capacity building exchanges, humanitarian assistance and disaster relief, and defense science and technology, and explore cooperation in areas such as addressing non-traditional security threats.
The two sides reaffirmed a zero-tolerance approach and will intensify efforts to combat transnational crimes such as human trafficking, telecom and cyber fraud, drug trafficking, illegal gambling, and money laundering, jointly ensuring the safety of their respective citizens.
The two sides welcomed Thailand's proposal to establish a Global Partnership for Combating Cyber Fraud and the issuance of the Bangkok Joint Declaration, as well as China's proposal to establish an International Alliance for Combating Telecom and Cyber Fraud, as important platforms for international cooperation.
The two sides will strengthen law enforcement and judicial cooperation, deepen cooperation in extradition and mutual legal assistance, and effectively address relevant challenges.
VIII. To deepen mutual understanding between the peoples and human resources development, the two sides will continue to strengthen cooperation and exchanges in culture, education, technical and vocational education and training, and digital and language skills. China welcomes Thailand as the Guest Country of Honor for the 27th China International Education Annual Conference. The two sides are willing to promote sub-national cooperation, make good use of sister-city mechanisms, carry out regular activities, and strengthen group exchanges.
The two sides agreed to prioritize tourism safety and convenience in tourism cooperation, value the mutual visa exemption agreement for holders of ordinary passports, recognize that its implementation has facilitated people-to-people exchanges, and are willing to further explore increasing direct flights between the two countries.
The two sides agreed to strengthen cooperation in media, press and publishing, and radio, film, and television, jointly combat fake news and disinformation, and enhance correct understanding between the two countries and their peoples.
The two sides reaffirmed their commitment to jointly addressing public health challenges and cooperating in areas such as non-communicable disease prevention and control, pandemic preparedness and response, and traditional medicine. The two sides will also explore cooperation in the silver economy to address the realities of an aging society and improve the quality of life for the elderly.
IX. The two sides agreed to strengthen cooperation on climate change, low-carbon economy, marine resources and environment, air and water pollution control, and clean energy technology.
The two sides agreed to strengthen cooperation in disaster management and share experiences in disaster early warning, disaster prevention and mitigation, and post-disaster reconstruction.
X. China supports Thailand and Cambodia in consolidating the ceasefire agreement reached at the 3rd Special Meeting of the General Border Committee (GBC) on December 27, 2025, jointly implementing the consensus of the Fuxian Lake Meeting, continuing to resolve differences through bilateral dialogue and consultation, and gradually rebuilding mutual trust and confidence.
China and Thailand share broad common interests and similar positions in international affairs. The two sides reaffirmed their firm commitment to the international system with the United Nations at its core and the international order based on international law. The two sides will jointly uphold the rule of law, strengthen international cooperation, and promote global peace, security, sustainable development, fairness, justice, democracy, and freedom.
Thailand appreciates and welcomes the four major global initiatives proposed by President Xi Jinping, recognizing them as a manifestation of commitment to multilateralism. The two sides are willing to strengthen cooperation in addressing common challenges and advancing their respective modernization efforts.
The two sides agreed to strengthen coordination in multilateral mechanisms such as the United Nations, the World Trade Organization, the Asia-Pacific Economic Cooperation, the Asia Cooperation Dialogue, the Greater Mekong Subregion Economic Cooperation, and the Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy.
Thailand fully supports China in hosting the 2026 APEC Economic Leaders' Meeting and looks forward to fruitful outcomes during the "China Year" of APEC. China appreciates Thailand's important contributions as the host country of the United Nations Economic and Social Commission for Asia and the Pacific. Thailand fully supports China in hosting the 83rd session of the Commission. The two sides agreed to strengthen collaboration to jointly promote positive outcomes of the session.
Thailand welcomes China's initiative to establish the International Organization for Mediation, believing it will play a positive role in the amicable settlement of disputes, and expressed willingness to sign the Convention on the Establishment of the International Organization for Mediation as soon as possible.
XI. The two countries reaffirmed their commitment to maintaining an open and inclusive regional cooperation architecture and supporting ASEAN centrality in the evolving regional architecture. The two sides will jointly build a peaceful, safe and secure, prosperous, beautiful, and amicable home for China and ASEAN, advance the China-ASEAN Comprehensive Strategic Partnership, and build a closer China-ASEAN community with a shared future.
The two sides reaffirmed their commitment to maintaining and promoting peace, security, and stability in the South China Sea and to the peaceful resolution of disputes. They will continue to work with other ASEAN countries to fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea and to reach an effective, substantive Code of Conduct in the South China Sea that is in accordance with international law at an early date, making the South China Sea a sea of peace, friendship, and cooperation.
XII. As current co-chairs of the Lancang-Mekong Cooperation, China and Thailand will work closely with other member states to promote the convening of the Lancang-Mekong Cooperation Leaders' Meeting as soon as possible, deepen regional cooperation in water resources management, connectivity, cross-border economy, scientific and technological innovation, and digital economy, jointly address common challenges such as transboundary air pollution, environmental issues, and transnational crime, build the Lancang-Mekong Economic Development Belt, create a "Lancang-Mekong Cooperation 2.0," and build a Lancang-Mekong community with a shared future for peace and prosperity.
XIII. During the visit, the two sides witnessed the signing of cooperation documents in fields such as trade, agriculture, customs, science and technology, artificial intelligence education, aerospace, intellectual property, anti-money laundering, and media.
XIV. Prime Minister Anutin thanked China for the warm hospitality extended to the Thai delegation and invited Chinese leaders to visit Thailand at mutually convenient times.
