China's Ministry of Industry and Information Technology Issues Notice to Launch Zero-Carbon Factory Construction, Geothermal Energy to Play a Key Role

en.Wedoany.com Reported - On July 22, the Ministry of Industry and Information Technology (MIIT) issued the "Notice on Organizing the Construction of National-Level Zero-Carbon Factories" (hereinafter referred to as the "Notice"), initiating the construction of national-level zero-carbon factories (including zero-carbon computing facilities). This notice is a specific implementation of the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

The Notice clarifies the basic conditions for applying for national-level zero-carbon factories: selecting manufacturing enterprises or computing facilities with a certain construction foundation, clear construction goals, and well-defined implementation pathways, and committing to achieving the construction goals within a specified timeframe. Applications must meet the basic requirements of three core indicators: carbon emissions per unit of energy consumption, the proportion of non-fossil energy consumption, and the proportion of physically certified non-fossil energy electricity consumption. The construction goals must be achieved within the construction period (no later than 2030). Against this backdrop, geothermal energy, as a stable and efficient renewable energy source, is regarded as a crucial pathway for enterprises to achieve the core target of non-fossil energy consumption accounting for no less than 95%, particularly in the manufacturing and computing facility sectors, where it can replace traditional coal-fired boilers to reduce carbon emissions.

Regarding the construction process, the Notice emphasizes "focusing on technology, construction, and practical results," rather than a one-time evaluation and certification. Units included in the construction list must conduct self-assessments based on annual goals and key tasks, and submit reports regularly. Provincial-level industry and information technology authorities are required to strengthen guidance and supervision, establishing a routine tracking mechanism. MIIT will conduct random inspections from time to time and organize acceptance checks based on the principle of "accepting batches as they mature." Units that pass the evaluation will be officially designated as national-level zero-carbon factories.

The evaluation indicator system comprises core indicators and guiding indicators. Core indicators are fundamental, decisive, and binding key factors for zero-carbon factory construction. Guiding indicators cover four categories and eight items, including process decarbonization, collaborative carbon reduction, intelligent carbon control, carbon offsetting, and information disclosure, guiding enterprises to continuously improve in areas such as energy-saving and carbon-reducing renovations, application of energy-efficient equipment, and digital energy and carbon management.

With the advancement of zero-carbon factory construction, the geothermal energy industry chain is expected to accelerate its development. Multiple regions have launched "geothermal + industrial" demonstration projects, exploring advanced technologies such as "heat extraction without water extraction." MIIT stated that it will promote the construction of a zero-carbon industrial ecosystem encompassing energy supply, technology research and development, and financial support.
