en.Wedoany.com Reported - Poland and Spain have signed a new high-speed rail cooperation agreement, expanding the scope of collaboration to cover the entire lifecycle of railway investments, including route planning, design, construction, testing, commissioning, and infrastructure management. The two sides will exchange expertise through technical consultations, seminars, study visits, benchmarking, and joint analysis projects, and may establish dedicated working groups for priority areas.
The memorandum includes cooperation on railway market liberalization, capacity allocation, and high-speed infrastructure operations. Spain's railway infrastructure manager (ADIF), which operates nearly 4,000 kilometers of high-speed rail—the largest high-speed rail network in Europe—is expected to provide a technical benchmark for Poland's planned "Polish Gateway Railway Program."
The new agreement replaces a memorandum signed in 2023. The previous cooperation covered high-speed turnouts, train and tunnel aerodynamics, railway acoustics, traffic control, telecommunications, and competition among operators. The Polish Gateway Railway Program is also collaborating with Spanish engineering consultancy INECO, which was contracted in 2024 to advise on the design and construction of Poland's high-speed rail network.
