Serving as a roadmap for China's port development during the 15th Five-Year Plan period (2026-2030), the plan aims to provide solid support for high-quality development and national security by further expanding opening-up and deepening international cooperation.

The plan outlines phased objectives for China's port modernization. According to the plan, by 2030, China will establish a more efficient port network, with significantly improved infrastructure, broader application of smart technologies, smoother cross-border connectivity, a more robust governance system, and more effective security measures. By 2035, China will have basically completed port modernization.

Zhang Baofeng, Vice Minister of the General Administration of Customs, stated that China will focus on building safer, more efficient, smarter, greener, and better-governed ports, while accelerating the development of world-class modern hub ports.
