Research Minister Dorothee Bär stated that the goal is to have the world's first nuclear fusion power plant built in Germany, adding that these centers will combine entrepreneurial ambition with scientific excellence to drive technological progress and promote more effective knowledge transfer.

Nuclear fusion—the process in which hydrogen atoms fuse to release enormous amounts of energy, much like what happens inside the sun—has been regarded for decades as a virtually inexhaustible, zero-emission potential energy source. However, the technology remains in the research stage and is not yet ready for commercial development. In recent years, several scientific breakthroughs have stimulated private investment in nuclear fusion internationally. The German government has committed over €2 billion to fund fusion research and pilot projects through 2029. In March of this year, the National Academy of Science and Engineering (acatech) concluded that the goal of building the world's first fusion reactor in Germany could be achieved by 2045, but warned that this would require massive investment and a significantly accelerated pace of progress.

The three innovation clusters each focus on different technological approaches. One center is located at the Max Planck Institute for Plasma Physics (IPP) in Garching near Munich, focusing on magnetic confinement fusion technology; another center focuses on laser fusion, incorporating Hamburg's XFEL X-ray laser and the site of the former Biblis nuclear power plant in Hesse; the third center is built around the Karlsruhe Institute of Technology (KIT), dedicated to fuel cycle research and the development of new fusion materials. The government has initially allocated €125 million for this initiative, with the remaining funds to be supplemented by private capital.
