Under the plan under discussion, a portion of the processed petroleum products would be sold within Kazakhstan, while the remainder would be shipped back to Russia. Kazakhstan's Ministry of Energy stated that the talks aim to maintain sustained utilization rates at domestic refining enterprises and ensure fuel supplies for local consumers. Currently, the specific companies involved, the volume of crude oil to be supplied by Russia, and the terms of processing have not been disclosed, with supply directions to be chosen by the enterprises themselves.

Relevant data shows that Kazakhstan's oil production accounts for approximately 2% of the global market total. In recent weeks, the country has begun supplying certain fuel categories to Russia. On June 24, informed sources revealed that Moscow and Astana were in consultations regarding the supply of petroleum products to Russia. At that time, Kazakhstan's Minister of Energy, Yerlan Akkenzhenov, had officially denied that Russia had made any fuel supply request.
