India's SECI Awards 1 GW Round-the-Clock Renewable Power

en.Wedoany.com Reported - On August 14, the Solar Energy Corporation of India (SECI) issued letters of award to seven renewable energy developers, securing a total of 1,000 MW of firm and dispatchable round-the-clock renewable power. The winning tariff ranges from INR 5.25 to 5.26 per kWh, with the power to be supplied by renewable energy and storage projects connected to India's inter-state transmission system.

EMIF II Holding V II Coöperatief W.A. was awarded 100 MW, Hero Solar Energy 120 MW, Purvah Green Power 70 MW, Resolven Four Energy 150 MW, and Kengeri Prime Solar Power 180 MW, all at a tariff of INR 5.25 per kWh. Hexa Climate Solutions was awarded 150 MW and Juniper Green Energy 230 MW, both at a tariff of INR 5.26 per kWh.

SECI launched the tender on March 10, and 17 developers submitted technical and commercial bids totaling 3,280 MW, of which 2,980 MW proceeded to the electronic reverse auction. The reverse auction was held on August 6, with a final awarded capacity of 1,000 MW. The project was initially named RTC-TM-V; SECI renamed it FDRE-RTC-V following the third amendment issued on June 25.

Winning developers will build renewable energy and storage projects under the build-own-operate model, responsible for land, equipment installation, project ownership, approvals, transmission access, and associated transmission infrastructure up to the delivery point. Storage systems are a mandatory component of the projects, with no restriction on technology route; however, energy charged into storage facilities from other power sources cannot be counted toward renewable energy supply.

Power supply performance will be assessed on 15-minute time blocks. The minimum demand fulfillment ratio is 90% during peak hours, 50% to 60% during solar generation hours, and no less than 70% during other non-solar hours. In the event of supply shortfalls in any time block, SECI will calculate and deduct corresponding liquidated damages on a monthly basis.

SECI will act as an intermediary procurer, signing 25-year power purchase agreements with the winning developers and selling the procured power to buyers within India. Winning bidders must submit inter-state transmission system connectivity documents before signing the PPA, with the scheduled connectivity date no later than December 31, 2029, or 36 months from the PPA effective date, whichever is earlier.
