en.Wedoany.com Reported - Guangdong Guangsheng Dabaoshan Copper Industry Co., Ltd. has issued an announcement stating that it will publicly sell a batch of tungsten concentrate (scheelite) through electronic competitive bidding from 16:05 to 16:15 on August 25, 2026. The bidding adopts a one-time quotation method, with the minimum bid increment set at RMB 1,000 per metric ton unit. Quoted prices must not be lower than the reserve price, and the highest bidder will be awarded the contract.

The subject matter of this bidding is tungsten concentrate (scheelite), with reference grades as shown in the table below. The final settlement shall be based on the actual assayed grade at the time of delivery.

Companies participating in the bidding must, upon receipt of the bidding invitation, reply by email to confirm their participation before 11:00 on August 25, 2026. A bidding deposit of RMB 1 million (including a safety risk deposit of RMB 50,000) must be paid to the designated bank account of the tendering party before the bidding (Account Name: Guangdong Dabaoshan Mining Co., Ltd., Bank: Bank of Communications Co., Ltd. Bidders who already have sufficient bidding deposits held in the account of the announcing party may directly use such deposits for this batch of bidding; after winning the bid, the deposit may be offset against the payment for the goods.

The bidding deposit of the successful bidder shall be automatically converted into a contract performance deposit upon the effective date of the contract. In the absence of any breach of contract, it may be used as payment for the final batch of tungsten concentrate hauled as stipulated in the contract. The bidding deposits of unsuccessful bidders shall be returned in full without interest. The successful bidder must sign a sales contract within the specified period after winning the bid and pay the full bid amount in advance. Failure to make full advance payment within the valid period shall be deemed a breach of contract, and the bidding deposit shall not be refunded. Failure to complete the haulage of the goods within the specified time shall also be deemed a breach of contract.

Prior to the bidding, bidders must provide the tendering party with the email address to be used for bidding by letter or fax. This email address must be a NetEase mailbox (@163.com). The tendering party will send the "Bidding Invitation" by email or fax one day before the bidding, notifying the bidding time and the quality and quantity of the subject matter. During the bidding, the tendering party will uniformly send the "Bidding Document" by email to all bidders. Bidders must complete their one-time quotation by email within 10 minutes after the email is sent and return it to the bidding email address dbsyxbysjs@163.com. Late submissions shall be deemed as abstention. After the bidding, the company will only test for tungsten content and moisture; other elements will not be tested. Sampling and sample preparation of tungsten concentrate shall be carried out in accordance with GB/T 2007-1987 and GB/T 4414-2013. Both parties shall jointly supervise the sampling on the truck after loading at the seller's tungsten concentrate yard. The samples shall be divided into four copies by the seller's testing center through splitting and preparation: one copy shall be sent to a third party, the China Nonferrous Metals Industry Quality Supervision and Inspection Center for Tungsten and Rare Metal Products, for testing; the buyer and seller shall each retain one copy; and the remaining copy shall be jointly sealed by both parties as a common sample, kept for one month from the date the buyer receives the seller's inspection report, for use in the event of quality dispute re-inspection. Moisture content shall be settled based on the seller's test results, and tungsten grade shall be settled based on the third-party test results. If the test results of both parties fall within the allowable error range (±0.55%) of the national standard GB/T 6150.1-2023, the third-party results shall prevail for settlement. If the buyer disputes the third-party results, the buyer must notify the seller in writing within 7 working days from the date the third party issues the assay report, and may request re-inspection by the National Quality Supervision and Inspection Center for Tungsten and Rare Earth Products or the South China Quality Supervision and Inspection Center for Nonferrous Metals Industry Products. The re-inspection institution shall be determined by random drawing by the buyer in the presence of personnel from the buyer, the seller's testing center, and the seller's marketing center. The re-inspection results shall serve as the basis for settlement, and the re-inspection costs shall be borne by the party with the greater discrepancy; if the buyer and seller have identical discrepancies from the re-inspection results, the costs shall be shared equally.

The settlement price of the tungsten concentrate under bidding = (bidder's one-time quotation - grade difference deduction) × wet weight of tungsten concentrate × (100% - moisture content) × tungsten concentrate grade ÷ 65%. If the assayed grade after sale is lower than 25%, the grade difference deduction amount = (24 - the integer part of the assayed tungsten concentrate grade after truncation) × the arithmetic average of the daily average prices (RMB/mtu) for tungsten concentrate with a grade of 23%-25% as published by Shanghai Metals Market (SMM) during the five trading days prior to the bidding (excluding the bid opening day), where 24 refers to the average of tungsten concentrate grades of 23 degrees and 25 degrees; if the assayed grade is equal to or higher than 25%, no grade difference deduction shall be applied. Other elements shall not be priced or deducted during settlement.

The goods shall be transported by truck, with transportation costs borne by the buyer. The loading fee is RMB 6 per ton (tax inclusive, of which RMB 5.66 per ton is exclusive of tax, with a VAT rate of 6%). The buyer shall pick up the goods using the seller's delivery order, arrange vehicles that comply with national laws and regulations, and be responsible for padding, leak sealing, and covering. The buyer shall bear the corresponding responsibilities for safety, environmental protection, and fire prevention issues during transportation, use, or further trading. The buyer is prohibited from stacking the purchased mineral products in stockyards within the jurisdiction of Dabaoshan Mine (except for those meeting national safety, environmental protection, and fire prevention conditions). The tungsten concentrate shall be delivered to the buyer upon leaving the seller's ore pond or stockyard, and all risks thereafter shall be borne by the buyer. In the event of a force majeure event, the affected party shall notify the other party within 15 working days after the event occurs, and may be exempted from all or part of its liabilities depending on the extent of the impact; if the failure to perform the notification obligation as agreed results in expanded losses, the party concerned shall be liable for compensation for the expanded portion.

To register for participation in the bidding, applicants must submit their business license, legal representative authorization letter (ID card copy required if the authorized representative participates), and the pollutant discharge permit required for re-beneficiation, each photocopied once and stamped with the company seal, and submitted to the tendering party for qualification confirmation. Bidders must be registered with the industrial and commercial authorities and hold a valid business license, and provide relevant statutory business permits for special materials; must have no illegal records or major legal disputes in business operations over the past three years; must not be listed on the National Enterprise Credit Information Publicity System's list of abnormal operations or the list of seriously dishonest enterprises, nor on the Supreme People's Court's "National Court List of Dishonest Judgment Debtors Information Publication and Inquiry" or the "Credit China" list of dishonest judgment debtors; must have good bank credit and commercial reputation, and must not be under orders to suspend operations, or in a state of property being taken over, frozen, or bankrupt. This bidding does not accept consortium bids. Other matters not covered herein shall be stipulated in the purchase and sales contract after winning the bid, and the purchase and sales contract shall prevail.
