AFRY's scope of work covers the offshore LNG receiving facilities and the combined-cycle gas turbine power plant (CCPP), specifically including the subsea natural gas pipeline system, the Submerged Yoke Mooring system, marine facilities, and offshore surveys. The project will construct a floating LNG receiving facility, connected to the 1.5GW power plant via a natural gas transmission system.

The Thai Binh LNG Power Project is being developed by Thai Binh LNG Power JSC. The company was established in January 2024, with shareholders including Tokyo Gas, Kyuden International, and TTVN Group, holding stakes of 40%, 30%, and 30%, respectively. The project's total investment is approximately USD 2.69 billion, covering a land and sea area of about 269 hectares, including approximately 57 hectares of onshore land and 212 hectares of offshore area. The power plant will feature two combined-cycle gas turbine generating units. The project held its groundbreaking ceremony in October 2025, with all works scheduled for completion and commercial operation in the fourth quarter of 2029. Once operational, the expected annual power generation is estimated at 6 to 10 billion kWh.

According to the project schedule published by Hung Yen Province, Unit 1 is planned to achieve commercial operation in 2028, while Unit 2 is scheduled to enter commercial operation in 2029.
