Fortera and MLC Sign Development Agreement for a 300,000-Tonne ReAct Cement Plant
en.Wedoany.com Reported - On September 8, Fortera and MLC signed a development agreement to build the first full-scale commercial ReAct low-carbon cement production facility in the United States, with a designed annual capacity of more than 300,000 tonnes. The project will use Fortera's ReCarb technology, utilizing carbon dioxide generated during MLC's high-calcium lime production as a feedstock and converting it into ready-to-use ReAct cement.
The project will directly utilize carbon dioxide emissions from MLC's existing high-calcium lime production system and will be implemented leveraging its existing raw materials, infrastructure, and logistics network. Fortera disclosed that captured carbon dioxide accounts for nearly 50% by mass of ReAct cement. The product can be used either as a standalone cement or blended with ordinary Portland cement, and has completed third-party testing in compliance with relevant ASTM standards.
Fortera currently operates a 15,000-tonne-per-year commercial demonstration facility in Redding, California, USA. The 300,000-tonne-plus project planned with MLC will scale ReAct cement production from the existing demonstration level to full-scale commercial production, with planned capacity at least 20 times that of the existing Redding facility. Fortera has previously completed the technology pathway from laboratory validation to commercial-grade product deployment and small-scale commercial unit operation, and this project corresponds to its next-stage industrialization scale-up milestone.
Fortera's ReCarb process uses captured industrial carbon dioxide in the production of cementitious materials rather than building a separate carbon dioxide storage system. The company's existing ReAct product has already entered real-world building project applications and in 2025 met the requirements of ASTM C1157 for six performance categories. This development agreement establishes a project development framework and does not equate to a final investment decision or entry into the construction phase; site selection, investment, engineering design, construction schedule, and commissioning arrangements still need to be clarified.
MLC operates limestone, lime, and related calcium-based materials production and distribution facilities in the United States and the United Kingdom, with a business covering products such as quicklime, hydrated lime, and calcium carbonate. The two parties stated that further project details for the commercial cement plant will be announced in the coming months.
