en.Wedoany.com Reported - On October 23, the Toowoomba Regional Council in Queensland, Australia officially launched an Expression of Interest (EOI) for the Southern Water Supply Treatment Plant project, seeking potential contractors with experience in the design and construction of large-scale water treatment facilities. The project is located in Westbrook, approximately 12 kilometers southwest of Toowoomba, and is planned to include a drinking water treatment plant with a daily treatment capacity of 25 million liters, along with a 10 million liter clear water storage tank, a water supply pump station, and approximately 15 kilometers of water transmission pipelines. The EOI submission deadline is 2:00 PM on November 20.

The project will be implemented by the Toowoomba Regional Council, covering raw water treatment, clear water storage, pressurized conveyance, and connection to the regional water supply network. The new plant will utilize existing raw water sources and increase regional water supply capacity through independent treatment facilities, complementing the Mount Kynoch Water Treatment Plant, which currently handles the primary water supply task. The planned 10 million liter clear water storage tank will store treated drinking water, and the approximately 15 kilometers of new pipelines will connect related water supply facilities and service areas.

The Queensland Government has provided AUD 145 million in funding to the project through the Housing Development Support Fund. According to the construction plan published by the Toowoomba Regional Council, the project will be implemented in phases between 2026 and 2029, starting with the contractor EOI and Early Contractor Involvement (ECI) process, followed by preliminary works and main construction. The Council plans to optimize the design scheme, construction organization, and project implementation arrangements through the Early Contractor Involvement mechanism, and to determine the design and construction contractor through a subsequent competitive process.

The procurement reference number is VP530840, and the application deadline is 2:00 PM on November 20, 2026, Australian Eastern Standard Time. The project will proceed through Early Contractor Involvement and formal construction procurement processes. According to local government planning, once the new plant and supporting water supply infrastructure are completed, they are expected to support the development demand of approximately 17,000 new dwellings in the first ten years after the project becomes operational.
