Liaoning Panjin Port's 300,000-Tonne Crude Oil Terminal Officially Commissioned, First Fully Loaded VLCC Completes Discharge

en.Wedoany.com Reported - On September 10, the 300,000-tonne crude oil terminal in the Rongxing Port Area of Panjin Port, Liaoning Province, completed the crude oil discharge operation for its first fully loaded VLCC, marking the official entry of the berth into commercial operation. The first cargo of crude oil was delivered directly through pipelines to the crude oil storage tanks at the plant site of the Huajin Aramco Fine Chemicals and Raw Materials Project, thereby fully connecting the project's crude oil import, discharge, transportation, and storage channels.

The crude oil berth has a total length of 430 meters and can accommodate large oil tankers of 100,000 to 300,000 tonnes. It is a core raw material supply support facility for the Huajin Aramco Fine Chemicals and Raw Materials Project. The project had previously completed its first no-load trial voyage in August, during which the 310,000-tonne VLCC "Yuanguiyang" verified the navigation channel, berth, loading arms, and operating procedures; after the first fully loaded crude oil cargo was discharged, the terminal transitioned from the trial voyage stage to the actual operation stage.

The Huajin Aramco Fine Chemicals and Raw Materials Project has a total investment of 83.7 billion yuan and covers an area of approximately 8.97 square kilometers. It is planned to build 32 main process units and related utilities and storage and transportation facilities. These include a 300,000-barrel-per-day refinery unit, a 1.65 million-tonne-per-year ethylene unit, and a 2 million-tonne-per-year paraxylene unit. The project's equity structure is 51% held by China North Industries Group Corporation, 30% by Saudi Aramco, and 19% by Panjin Xincheng Industrial Group. Saudi Aramco can supply up to 210,000 barrels per day of crude oil to the project.

The project's material storage and transportation system has continued to improve in recent months. In July, the supporting general-purpose berth was officially put into use and completed the berthing of its first raw coal transport vessel; in August, the 300,000-tonne crude oil terminal completed a no-load VLCC trial voyage; in September, the discharge of the first fully loaded crude oil cargo was completed. At the same time, the project's 12 external floating roof storage tanks of 150,000 cubic meters each and all supporting systems completed mechanical completion in July, all five 630-tonne-per-hour boilers have been ignited and put into operation, and the air separation unit has also entered the trial startup stage.

The 300,000-tonne crude oil terminal at Panjin Port was approved in May this year for commissioning as a foreign-related berth, bringing the number of Panjin Port's berths open to the outside world to 22. The Panjin Municipal Government previously disclosed that with the commissioning of the 100,000-tonne deep-water navigation channel and the 300,000-tonne crude oil terminal, the port's comprehensive throughput capacity has increased to approximately 90 million tonnes.

After the first fully loaded crude oil vessel entered the port, Panjin Customs was responsible for customs clearance of the imported crude oil, the Panjin Maritime Safety Administration organized vessel traffic in and out of the port and berthing safety guarantees, and the border inspection authorities handled vessel entry procedures. Once the terminal is put into use, it will directly serve the subsequent unit feedstock trial operation and stable production of the Huajin Aramco Project.
