Jiamusi Conducts Review and Re-examination of Bulk Industrial Solid Waste Backfill Pilot Projects

en.Wedoany.com Reported - Recently, Jiamusi City, Heilongjiang Province, organized a review and re-examination meeting on the environmental risk assessment reports for bulk industrial solid waste backfill pilot projects and historically accumulated solid waste. This meeting is a concrete practice of Jiamusi City in implementing the State Council's "Comprehensive Action Plan for Solid Waste Management," and it is also the first time Heilongjiang Province has conducted a national-level expert review and re-examination for bulk industrial solid waste backfill pilot projects, filling the gap in standardized review in this field within Heilongjiang Province. The meeting invited authoritative experts in fields such as solid waste pollution prevention and control, soil and groundwater environment, and mine ecological restoration to form a review panel. They conducted on-site investigations in Huanan County and Fujin City, and conducted centralized review and re-examination of assessment reports from Fujin City, Tongjiang City, and other places.

Before the meeting, the expert panel reviewed the assessment report texts and basic materials, and conducted on-site inspections of the pilot projects in Huanan County and Fujin City. At the meeting, Sun Guojun, Party Secretary and Director of the Jiamusi Municipal Ecology and Environment Bureau, delivered a speech. The Fujin Municipal Government reported on the overall work of the backfill pilot project and environmental risk assessment. The compiling unit and implementing unit reported on contents including solid waste properties, current stockpiling status, pollution characteristics, soil and groundwater environmental quality, risk levels, control and remediation recommendations, as well as backfill material sources, anti-seepage engineering, construction management, and later-stage ecological restoration.

During the review, the expert panel adhered to a problem-oriented approach, conducting comprehensive questioning and in-depth discussions from aspects such as assessment scope and objectives, investigation layout and sampling, completeness of testing data, risk assessment models, and feasibility of control measures, and formed review and re-examination opinions one by one. The meeting pioneered in Heilongjiang Province a full-chain review model of "pre-meeting review—on-site investigation—in-meeting questioning and deliberation—post-meeting written opinions," systematically sorting out organizational methods, review key points, and procedural norms, forming an operational, replicable, and promotable review process, providing strong guidance for solid waste environmental management and approval of backfill ecological restoration projects across the province.

The meeting required that during pilot implementation, environmental safety must always be given top priority, anti-seepage, dust prevention, and anti-loss measures must be strictly implemented, entry testing and whole-process supervision of backfill materials must be strengthened, and a long-term tracking and monitoring system for soil and groundwater must be established and improved; approval and decision-making procedures must be strictly followed, and illegal dumping under the guise of large-scale consumption and utilization must be resolutely prevented.

Next, Jiamusi City will sort out the expert panel's opinions one by one, establish a ledger, and set deadlines for rectification, urging relevant counties (cities, districts) and compiling units to complete report revisions as soon as possible; improve the whole-process supervision mechanism for solid waste, deeply advance source reduction and resource utilization, solidly carry out the treatment of historically accumulated solid waste stockpiling sites, promptly summarize pilot experience, form replicable and promotable technical models and management mechanisms, and provide a "Jiamusi Solution" for similar regions.
